본 연구는 장애인과 노인의 돌봄에 관한 프랑스 사회 정책의 흐름과 제도상의 운영 및 그 적용 방식을 분석하여 한국 장기 요양 서비스의 질적 제고를 위한 시사점을 찾는데 목적이 있다. 문헌 조사와 선행 연구 분석의 방법으로 이루어진 본 논문은 프랑스의 장애인과 노인 정책의 발전 및 현 돌봄 제도의 시행 과정, 제도 도입의 배경과 의존성에서 자립성으로의 이념적 변화를 고찰하였다. 그리고 프랑스의 ‘개인별 자립성수당(APA)’과 ‘장애보상수당(PCH)’을 중심으로 장기요양 제도의 성격과 특징을 할당, 급여, 전달체계, 재원의 측면에서 분석하였다. 그 결과 APA와 PCH는 개인별 맞춤형 지원, 다차원적 · 다학제적 접근을 위한 전문인력 활용과 돌봄 자원 보전, 개인의 자율성과 선택권 확대, 지방정부의 권한 강화의 경향이 있음을 도출하였다. 자립성을 중심으로 개인에 대한 통합적인 접근을 시도함으로써 노인과 장애 분야가 융합할 수 있는 기반을 만들어가고자 하는 노력은 한국의 노인과 장애인 장기요양 서비스 개선 정책의 방향 설정에 있어 시사하는 바가 크다.;The aim of this study is to make suggestions for improving the quality of long-term care services for the elderly and the disabled in Korea by exploring and analysing French social policies and their applications. This paper examined through literature review how France"s long-term care has evolved into what it is today. Additionally, the characteristics of the APA and PCH as French long-term care systems are analyzed in terms of their allocation, benefits, delivery system, and financing. It is found that these policies tend to personalize assistance, professionalize multi-dimensional and multi-disciplined experts, secure caregivers, expand choice and personnel autonomy, and decentralize and re-enforce local government. France"s integrated approach which is focused on individual autonomy and which encompasses long-term care for both the elderly and the disabled provides a rich source of policy implications for the Korean long-term care system.
노인인구의 증가와 함께 복지정책이 확대되고 있지만 노인주거 정책은 의료정책에 비해 상당히 미흡한 실정이다. 노인들의 주거환경은 사회계층별 차이가 크고 특히 자립이 불가능한 부양노인을 비롯한 빈곤계층 노인들의 주거환경은 상당히 열약한 수준이다. 이러한 상황들이 더 심각해지는 오늘날 노인들의 주거환경은 노인들의 주거권 보호차원에서 정부가 정책적으로 개입하여야 하고 이런 면에서 정책의 공공성이 중요한 역할을 하게 된다. 초 고령화된 사회로 진입한 지 이미 오래된 프랑스의 노인주거복지정책은 노인들의 사회통합과 연대를 목적으로 이루어지고 정부는 책임의식을 갖고 역할을 강화하고 있다. 그러므로 이들의 정책적 개념과 목적 등을 포함한 정책의 공공성을 살펴보고 우리정책에 주는 함의 점을 찾아보고자 한다. 연구는 국가의 책임의식과 정책 개입과정, 지방정부와 중앙정부의 분담, 시장화에 대한 대응 등을 알아보는 제도적 분석과 지원서비스의 접근성, 다양성, 공급주체, 재정 등을 분석하는 정책적 분석으로 진행된다. 결론적으로 프랑스 노인주거정책은 노인들의 주거권리 보장과 개별상황을 고려한 수급자 중심의 서비스 제공을 핵심으로 이를 위한 정부의 정책이 다각적으로 이루어지고 있어 급속한 고령화 속도를 경험하는 우리나라 노인정책의 문제점에 시사하는 바가 크다.;As the elderly population has been increasing, the welfare policy for elderly has also developed in Korea. But the housing welfare policies for the elderly is relatively insufficient compared with that of medical service. Especially dependents and the poor elderly are in bad condition of residential environment. The residential environment has a wide disparity between social classes. For ameliorating this situation, the role of government should be reinforced with a publicness of housing policy. France’s housing welfare policy for the elderly has well developed for the purpose of realizing social integration and solidarity. Therefore this study examines the publicness of housing welfare policies for the elderly of France, which will give implication for elderly welfare policies in Korea. Author has analyzed the publicness with two aspects, institutional and political aspects. The institutional aspect contains the government’s role which has the process of intervention for housing policy with social evolution, the system of decentralization, and the countermeasure facing a market system. The political aspect has the type of residential facilities, their accessibility, the proportion between public housing and private housing, the amount of fiscal. To conclude, French policy for the elderly is based on the human right to housing and the priority of personal environment.
후기산업사회는 자본주의의 경제가치가 사회를 지배하면서 경제자본으로 인한 계층 간의 갈등이 사회문제에 핵을 이루고 있다. 그러므로 대부분의 선진 국가 들은 정책을 통해 이 갈등을 해소하고 사회연대를 꾀함으로써 안정된 사회를 유지하려는 노력을 하고 있다. 복지정책이 잘 되어있는 국가들은 정책의 기본철학을 지니고 있어 이 개념을 토대로 정책을 확대하면서 복지를 실천하고 있다. 프랑스 복지정책의 기본철학은 ‘연대’로 이는 왕정정치 이후 공화정치의 기본개념인 동시에 자유, 평등 그리고 형제애를 강조하는 이들의 정치철학의 실천적 개념이다. 그러므로 거의 대부분의 복지정책에서 키워드로 표방하고 있는 이들의 연대개념의 역사적 발전과정을 살펴보고, 복지정책의 연대성 효과와 기본단위의 공동체 연대나 이익집단들의 연대가 사회로 확장되는 기제와 기본개념이 존재함으로써 얻어지는 정책의 일관성의 효과에도 주목하고자 한다. 한편 연대정책은 복지국가를 지향하는 국가의 주요한 역할이지만, 사회연대를 위해서는 국민들의 이타적인 배려와 타인에 대한 관심을 형성하는 문화적인 요인도 중요하다. 특히 프랑스 정부는 함께 참여하면서 형성되는 연대의 특성을 실천하기 위해 배제계층의 지원에 대한 국민들의 합의는 물론 수혜자들의 참여의식을 위한 정책도 강조하고 있다. 마지막으로 이러한 프랑스복지정책의 실천 함의를 근거로 우리나라 정책을 점검하면서 정책의 근간이 되는 정책철학의 의미를 찾아보고자 한다. 우리나라의 복지정책의 기본개념의 실체, 정책의 사회연대성 효과를 알아봄으로써 복지정책의 실체를 점검해 보고자 하는 것이 이연구의 목적이다.;In the post industrial society, the economy has been the dominant social value. This creates a conflict between social classes that is determined by personal possession and capital. Therefore most advanced countries try to solve this conflict with a policy designed to achieve social security through social integration . Most of them have established a principal concept that governs their welfare policy; this concept drives the coherence and efficiency of that policy. In France, the government has a fundamental concept of the welfare policy as ‘solidarity’. It is the basic concept of the French Republic and the practical concept of the French political notions of ‘freedom, ‘equality’ and ‘friendship’. This study focuses on the concept of solidarity in the welfare policy of France: the historical processes, its efficiency, and the development of this concept between individual and nation, individual and society, enterpriser and employee, enterprise and nation and between regions. We focus also on how the efficiency of a consistent welfare policy is a principal concept of policy. On the other hand, the policy of welfare is not only the responsibility of the government. It also has to be built up with an element of social culture based on the human being, such as altruism and a consideration of those who are the excluded from society. The French government does not fail to recognize this point. Finally, with regard to the French welfare policy, we consider our welfare policy to examine its main principal concept: What is the fundamental concept of our welfare policy and how efficient is the policy in achieving social solidarity? That is the purpose of this study.
