Research on Structural Reforms to Enhance Sustainability of the Public Pension System
This study aims to explore structural reform measures for South Korea’s national pension scheme that can ensure both fiscal sustainability and intergenerational equity. Additionally, it seeks to redefine the basic pension system to guarantee an adequate level of retirement income. To achieve these objectives, the paper integrates fiscal projections, based on a new fiscal forecasting model, with analysis from an overlapping generations (OLG) model. Furthermore, it addresses legal issues related to pension reform and examines cases from major countries where social consensus was achieved during the reform process. The paper also discusses the introduction of the Guarantee Pension and various issues facing public pension systems in Korea.

Strategies for Upscaling Regional Innovation Clusters: Empricial Analysis and Case Studies
This study investigates the growth dynamics of businesses within regional clusters through empirical analysis and identifies the success factors of regional innovation clusters through case studies. Adopting a practical approach, the empirical analysis uses the data from industrial complexes―recognized as the foundation of Korea’s industrial cluster policy―in connection with the establishment level data from Mining and Manufacturing Survey. The empirical analysis addresses three questions: (1) Do businesses within clusters demonstrate superior growth performance compared to those outside? (2) What specific attributes of cluster-based businesses contribute to their growth patterns? In particular, do they demonstrate linkages with regional innovation capacity? (3) How does cluster membership influence recovery from economic crises such as the global financial crisis?

In December 2024, industrial production, services production, facilities investment, and construction investment increased, while retail sales decreased from the previous month. In January 2025, job growth rebounded while the growth of consumer prices accelerated. In December, total production (up 2.3% m-o-m and up 1.4% y-o-y) rose, as industrial production (up 4.6% m-o-m and up 5.3% y-o-y), services production (up 1.7% m-o-m and up 1.2% y-o-y) increased. In December, retail sales (down 0.6% m-o-m and down 3.3% y-o-y) decreased, while facilities investment (up 9.9% m-o-m and up 13.1% y-o-y) and construction investment (up 1.3% m-o-m and down 8.3% y-o-y) increased. In January, exports fell by 10.3 percent from a year ago due to the fewer working days. Average daily exports surged by 7.7 percent compared to the previous year. In January, the Consumer Sentiment Index (CSI) increased by 3.0 points month-on-month to 91.2. The Composite Business Sentiment Index (CBSI) moved down by 1.4 points to 85.9 in January, while the CBSI outlook for February moved up by 2.5 points to 85.4.

Addressing Low Birth Rates, Aging Population, and Pension Reforms: Sharing France’s Experience and Discussing Policy Directions
1st Vice Minister of Health and Welfare Lee Ki-il visited major French institutions on pension, population, and family on February 12–13, 2025, in Paris,prior to attending the OECD Social Policy Ministerial Meetingon Friday, February 14. The visit focused on sharing policy experiences to address low birth rates and aging populations–key concerns for both Korea and France-and to ensure the sustainability of the pension system, while exploringavenues to expand bilateral cooperation. During his visit, 1st Vice Minister Lee met with Renaud Villard, General Manager of the French National Elderly Insurance Fund; Gilbert Cette, Chair of the Pensions Advisory Council; and Emmanuel Bretin, Secretary-General. They shared insights regarding both countries’multi-tiered old-age income security systems, past pension reforms in response to demographic changes, and futurefiscal outlook.
