To begin with, I should say that I suspect that we are in for a great deal of trouble in the days ahead.
For one thing, take "population aging" as an absolute variable, as I think it is, and we see the number of people paying into the system declining over time. For another, if current economic growth trends continue, which I think is likely for some time to come, that rate of natural increase in contribution revenue will decline.
That is, up until now, even as the number of people paying into the health insurance system at a fixed rate has stayed more or less the same, increases in their salaries have naturally led to increases in their contributions.
However, if the current poor economic situation continues, it is unlikely that we will see the same natural increase in contribution as we have until now, which means an obvious weakening of the revenue base in general.
