Which country is the most active in using non-face-to-face services?

I would say the United States and Australia. When it became difficult for people to go to psychiatrists for counseling, these countries made a lot of effort to transform existing services into non-face-to-face services. And they covered these virtual services with public insurance, so that people could access them without additional financial burden.
