Have you heard of Social Return on Investment, or SROI? It is an alternative analytical tool that helps to structure the effectiveness of public investments and quantify the legitimacy and sustainability of public spending. For example, government investment in education can lead to increased employment, higher tax revenue, or reduced social welfare costs. SROI translates these various social and economic outcomes into monetary values. It then shows how much greater the created value is compared to the original budget input.


A real-world example of this analytical tool’s application comes from Saudi Arabia. The country runs the ‘Doroob’ scholarship program, a public education scholarship program that supports talented students with the aim of solving social issues. The program recorded an SROI of 2.81 SAR, meaning that for every 1 SAR invested, 2.81 SAR worth of social value was created. So, how much social value would Korea’s student loan support program for youth generate when evaluated using SROI?
