Abstract
⧠ Purpose and contents of project
○ Ministry of Gender Equality and Family has been operating 20 Eulim Centers(Socialization Center) for Disabled Female throughout the country since 2010 with the goal of enhancement of advocating of independent
lives and social participation of disabled female, and has carried out education and management for enhancement of capacities of directors of and consultants at the Eulim Center.
○ Eulim Center for Disabled Female carries out workshop
- Contents: Execution of projects of Eulim Center for Disabled Female and education on operational manual, current status of and welfare for disabled female, presentation of outstanding cases of social participation project for disabled female in 2009, and group discussion and overall debate for the participants.
○ Execution of education for consultants at Eulim Center for Disabled Female
- Contents: Execution of education on welfare policies and law on disabled persons, education on characteristics and consultative approach towards each type of disability, education on resources linkage with
networking
○ Execution of education for directors of Eulim Center for Disabled Female
- Contents: Execution of education on case management, understanding of welfare for disabled female from the viewpoints of disabled female, and education on means of linking and utilizing resources in
the local society. Execution of group discussion with focus on ‘means of improving the quality of service provided by the Center means of fortifying the capabilities of employees, development of program for reinforcement of specialized professional capacities, and means of effective linkage with the local society’
○ Execution of site-visit education of Eulim Center for Disabled Female
- Contents: Assessment of execution of project, education on case management, collection of opinions of employees on the project operation
⧠ Proposal
○ Education for employees
- There is a need for supplementary education with goals of enabling the employees to accurately assess the works involved on the basis of the manual which provides the guidelines for the project, in principle.
- Firstly, categorize and execute the educational programs into common aspects and education according to the rank and tasks of the employees
∙ Details of desired education to be carried out in the future as
presented by the employees: ‘Practical education necessary for support for disabled female including social welfare, etc’, ‘education for manager’, ‘promotion and marketing of the institution’ and sharing of outstanding project cases
- Secondly, utilization of diverse range of educational formats
∙ Current education for employees are being carried out mainly in-house group format of workshop or education. There is a need to consider more diversified formats of education such as on-line education and education for each district in order for larger number of employees to receive relevant educational benefits.
- Third, execution of regular supplementary education and selection of education venue that considers accessibility
∙ There is need to carry out supplementary education 4 times a year, that is, every quarter, and select the education venue in order to ensure improved accessibility.
- Fourthly, establishment of plans on and management of subjects of supplementary education
○ Means of managing the employees
- Firstly, take interim measurements such as alleviation of qualification standards for the employees
∙ There is a need for interim measurement such as alleviation of qualification standards for the employees in considerations for the local situations
- Secondly, improvement of treatment of employees
∙Needed for specialized project execution in alignment of the desires of the user and securing of professional manpower
- Thirdly, establishment of channel through which the employees can share information and collect opinions amongst themselves
∙ Since the current projects are in its initial stage of execution, it is needed to assess and share the information and relevant professional knowledge necessary in execution of works amongst the employees
- Fourth, differentiated support policy in accordance with the results of project execution
∙ Need to provide incentives such as rewards and support funds to outstanding institutions
