We examined the scale-up strategy of social service organizations from theoretical, policy, and empirical aspects, which has been an important issue in the context of revitalizing the social service industry. Focusing more on empirical analysis of scale-up possibilities and performance, we analyzed the entry, closure, and transition patterns of social service organizations, identified the factors that affect social service organizations’ scale-up, and examined the positive outcomes of scale-up.
Based on these findings, we suggested the following policy implications: 1) clarifying the target of the strategy for scaling up social service providers; 2) promoting scaling strategy through economies of scope; and 3) diagnosing the performance of scaling and preparing strategies from the perspective of industrial, labor, and welfare policy.
