There are countries that really seem to accomplish the virtuous circle between social security and economy. Man can investigate these countries with two different levels. The one is to study the mechanism itself that brings the virtuous circle. The other is to study the conditions under which the possible virtuous circle is socially selected and realized. The former relates to the proximate causes, the latter relates to the fundamental causes. This study supposes that the fundamental causes more important for the success of related policies.
For the fundamental cause approach it is necessary to explain how the intentional change is possible on a society level. For the intentional change on a society level the interaction between institutions/culture and self-interest/norm or values is used. Intentional collective action in public world(mainly in the political process) can be supported by the severe internal or external crisis or the existence of the excellent leadership.
The virtuous circle mechanisms between social security and economy are presented and examined with OECD data for international comparison.
The successful case of Sweden is studied with historical cases.
