초록
미국은 주택도시개발부, 농무부, 에너지부, 보건복지부 등에서 주택 개보수와 관련한 프로그램을 운영하고 있으며, 지방정부에서 메디케이드(Medicaid)의 세부 사업 또는 지방정부별 고유 사업으로 주택 개보수 사업을 추진하고 있다. 미국의 주택 개보수 프로그램은 저소득층 중심의 선별적 지원이면서 노인, 장애인, 아동 가구가 주된 지원 대상이다. 주택 개보수의 지원 내용은 주거의 안전성과 접근성 향상을 도모하는 항목으로 구성된다. 한국의 주택 개보수 사업은 주택 공급 위주의 주거정책으로 확대되지 못하고 있다. 현재 살고 있는 주거의 질을 확보하기 위해 주택 개보수를 위한 지원을 강화할 필요가 있다. 이를 위해 주거 취약계층을 우선적으로 지원하되 노인과 장애인 계층에 대해서는 보편적인 주택 개보수 지원과 주택 개보수 지원 항목의 다양화, 융자나 세금공제와 같은 간접적인 지원 방안도 마련할 필요성을 제안하였다.
Volunteer Programs for Older Adults in the United States: Trends and Implications

Abstract
In the US, older adults are considered important social assets with experience and skills, and there are various volunteering and social participation programs that run on their active engagement. An estimated quarter of people aged 55 and older are known to participate in volunteering in the US, where the federal government is running its own volunteer program for older adults, known as AmeriCorps Seniors. The private sector is also highly involved in expanding opportunities for older adults to contribute to their communities. This article examines the participation of older adults in volunteering in the US and some of the senior volunteering programs run by the government and private organizations, and draws implications for the development of senior volunteering in Korea.

미국은 고령자를 경험과 역량을 지닌 중요한 사회적 자본으로 인식함에 따라 고령자 자원봉사를 비롯한 다양한 사회참여 프로그램이 활발히 운영되고 있으며, 55세 이상 고령자의 자원봉사 참여율이 25%에 이른다. 연방정부 주도로 고령자를 위한 별도의 자원봉사 프로그램인 AmeriCorps Seniors를 운영하고 있고, 공공뿐만 아니라 민간 영역에서도 고령자의 역량을 적극적으로 활용하여 지역사회에 기여할 수 있는 기회를 확대해 나가고 있다. 이 글에서는 미국의 고령자 자원봉사 참여 현황과 공공·민간 영역에서 추진되고 있는 고령자 자원봉사 프로그램을 검토하여 향후 한국의 고령자 자원봉사 발전을 위한 시사점을 제시하였다.
Health and Aged Care Services in Rural and Remote Australia

Expansive in territory and relatively sparse in population, Australia has long faced disparities in healthcare access, service use, and quality of life between urban cities and remote rural areas. To address these issues, the Australian government has helped develop geographical classification systems like the ASGS-RA and the Monash Model and put them to use in determining the eligibility, scope, and levels of government support. Various policy instruments have been employed, including financial support, IT-assisted remote services, and integrated healthcare, caregiving, and social services, all aimed at better assisting areas that lack infrastructure and human resources. Australia’s geographical classification systems, tailored support policy, and service provision methods could offer valuable lessons for Korea—where the circumstances are such that with populations declining in an increasing number of localities, concerns are rising over the potential extinction of non-urban areas—to improve access to health and caregiving services for older adults and ensure a standard quality of life for all residents throughout the country.

호주는 넓은 영토에 비해 인구가 상대적으로 적어 도시에서 거리가 먼 농촌이나 도서벽지의 보건의료 및 돌봄서비스 이용의 형평성과 주민의 삶의 질에 대한 문제 제기가 지속되어 왔다. 이를 해결하기 위해 호주 정부는 ASGS-RA와 모내시 모델과 같은 지리적 분류 체계를 마련하여 정부 지원의 적격성을 판단하고, 정부 지원의 범위와 수준 결정에 활용하고 있다. 또한 서비스 인프라가 취약한 지역의 인력 부족에 대응하기 위해 재정적인 인센터브 지원, 보건의료･돌봄･사회서비스의 통합적인 제공, 그리고 정보통신기술을 활용한 원격 서비스 운영 등을 추진하고 있다. 이러한 호주의 지리적 통계 분류 체계와 맞춤형 지원 정책 및 서비스 제공 방식들은 인구 감소 지역이 확대되고 지역 소멸에 대한 우려가 높아지는 한국의 상황에서 노인 보건의료 및 돌봄서비스의 접근성을 높이고, 주민들의 삶의 질을 보장하기 위한 함의를 제공할 것으로 기대한다.
