Why are childcare costs so expensive in the UK?

In light of the latest developments in the UK government's childcare policy, this article attributes the high cost of child care services for parents in the UK to three structural issues: (a) the UK’s method of financing child care services is complex; (b) there is no policy-level support for care services for infants and toddlers (ages 0-2); and (c) the UK’s child care is heavily market-based, guided by neoliberal principles, with minimal state intervention. This article concludes with a brief discussion of the implications of the UK case for Korea, where all eligible families have had free child care since 2013.;

본 글은 최근 영국 정부의 보육 정책 동향을 바탕으로 영국 부모들이 보육 서비스를 이용하는데 있어서 비용이 비쌀 수 밖에 없는 이유를 다음의 세 가지 구조적 문제에서 그 해답을 찾고 있다. 첫째, 복잡하고 난해한 재원 조달 모델, 둘째, 영유아 보육 (0-2세)에 대한 정책 지원 부재, 셋째, 신자유주의 정책에 의존하고 있는 보육의 시장화와 그로 인한 국가 개입이 최소화 있음을 지적하고 있다. 더불어 이 글의 마지막에서는 2013년 이후로 무상 보육을 실시하고 있는 한국의 보육 정책에 시사하는 바 역시 간략히 도출하고 있다.;
Background to the UK(England)1) Government’s Recent Expansion of Free Childcare and Issues Surrounding the Reform

Abstract
The UK, one of the countries where childcare costs are among the highest in the world, recently announced plans to gradually implement a comprehensive reform of its funded childcare system over the next two years. The reform aims to alleviate the financial burden of childcare on parents and to create more employment opportunities for mothers who, unable to afford childcare services, have largely remained out of the labor market. To this announcement, however, parents and frontline childcare providers alike, so far from welcoming it, responded with a voice of concern over the potential adverse impact of the reform. This article examines the policy backdrop behind the UK government’s plan to expand its funded care and then discusses some of the debated issues surrounding the proposed reform and their implications for Korea’s free childcare, especially as regards working women who are mothers.

아동 보육 비용이 세계에서 가장 비싼 국가 중 하나인 영국이 최근 일하는 부모 대상 무상 보육(funded childcare)을 향후 2년에 걸쳐 단계적으로 전면 개혁할 것이라고 발표하였다. 이러한 개혁 배경에는 첫째, 기존의 비싼 보육 비용으로 인한 부모들의 경제적 부담을 덜어주고 둘째, 비싼 보육 비용 탓에 그간 노동시장 참여가 어려웠던 여성(엄마)들의 고용 기회를 증진하기 위함이다. 하지만 이러한 개혁 발표를 두고 보육 현장을 비롯한 부모들의 반응은 무상 보육 확대 개혁안을 환영하기는커녕 정책의 부정적 효과에 대해 우려의 목소리를 내고 있다. 이 글에서는 먼저 영국 정부가 무상 보육을 확대하고자 하는 정책 배경 요인을 살펴본 후, 그러한 개혁을 둘러싸고 논의되고 있는 몇 가지 논의와 쟁점들에 대해 짚어 보고자 한다. 더불어 그러한 논의들이 오늘날 한국의 무상 보육 정책 시행, 특히 일하는 여성(엄마)들에 대한 보육 정책 지원에 어떠한 정책적 함의를 갖는지에 대해 함께 논의해 보고자 한다.
