The UK Department for Education launched the “Giving Every Child the Best Start in Life” strategy in July 2025, with the aim of closing early developmental gaps and ensuring a more equal start to school. This strategy seeks to provide integrated support across family services, health care, childcare, and early education from pregnancy through to school entry, with the goal of increasing the proportion of 5-year-olds who achieve a Good Level of Development (GLD) from 68 percent in 2025 to 75 percent by 2028. The strategy also aims to establish up to 1,000 Best Start Family Hubs and as many as 2,000 connected services by 2028, provide eligible parents with 30 hours of funded childcare per week for children aged 9 months and older, and strengthen health care support through Healthy Babies services. Under the initiative, priority has been given to disadvantaged areas in the establishment of Family Hubs, which are open to all families, to improve access to services, providing continuous support and integrating local-level performance management with digital and face-to-face services. These integrated early-years support policies in the UK have useful implications for the development of a child support policy framework in Korea.
영국 교육부는 2025년 7월 아동의 발달 격차를 줄이고, 평등한 학교 출발선을 목표로 ‘모든 아이에게 최고의 출발을(Giving Every Child the Best Start in Life)’ 전략을 발표하였다. 이 전략은 임신기부터 만 5세까지 가족서비스, 보건의료, 영유아 보육 및 교육을 통합 지원하고, 2028년까지 만 5세 아동의 적정발달수준(GLD: Good Level of Development) 달성률을 현재 약 68%에서 75%로 높이는 것을 목표로 한다. 정부는 2028년까지 베스트 스타트 패밀리 허브(BSFH: Best Start Family Hubs) 최대 1000곳과 2000개의 네트워크 거점을 조성하고, 생후 9개월부터 주 30시간의 영아 무상보육 확대, 헬시 베이비(Healthy Babies) 서비스를 통한 보건의료 지원 강화를 추진한다. 또한, 모든 가정이 이용할 수 있는 허브를 취약지역에 우선 배치해 접근성을 높였으며, 임신기부터 취학기까지 지원을 연속적으로 제공하고, 지역 단위 성과관리 및 디지털·대면 서비스의 결합을 함께 시도하고 있다. 이러한 영국의 생애 초기 통합 지원 정책은 한국의 아동지원정책 체계 구축에도 유의미한 시사점을 제공할 것이다.
Germany has incorporated full-day care for primary school-aged children into a federally guaranteed legal framework and has further supplemented the means of realizing this entitlement during school holidays. As a result, care that was previously provided in a fragmented manner across schools and the child-and-youth welfare sector has been restructured into a legally guaranteed system of public support. This article examines the types and current conditions of full-day care in Germany and finds that regional disparities, unmet demand, and constraints in financial and human resources remain significant challenges in practice. The German case demonstrates that care policy for primary school-aged children is not merely a matter of expanding services, but a complex policy field that requires careful consideration of legal entitlement, the coherence of delivery structures, the stability of operational foundations, and the maintenance of quality standards.
독일은 초등 학령기 아동에 대한 전일제 지원을 연방법상 권리보장 체계로 편입하고, 최근에는 방학 기간 중 권리 실현의 방식도 보완하였다. 이에 따라 학교와 아동·청소년 복지 영역에서 분산적으로 운영되던 돌봄은 법적으로 보장되는 공적 지원체계로 재구성되었다. 이 글은 독일의 초등 학령기 아동에 대한 전일제 돌봄의 제공 유형과 운영 현황을 검토하고, 실제 운영에서 지역별 편차와 미충족 수요, 재정 및 인력 확보의 한계가 여전히 중요한 과제로 남아 있음을 확인한다. 독일 사례는 초등 학령기 아동에 대한 돌봄 정책이 단순한 서비스 확대의 문제가 아니라 권리 보장과 제공 체계의 정합성, 운영 기반의 안정성, 질적 기준의 확보를 함께 고려해야 하는 복합적 제도 영역임을 보여 준다.
Hospitals specializing in pediatric rehabilitation are in very short supply in Korea, forcing many children and their families to move from one place to another in search of appropriate care. The situation calls for urgent action to expand rehabilitation services for children and to improve social perceptions of these services. In Germany, pediatric rehabilitation services, dating as far back as to the 18th century, have, over the years and across two world wars, grown to become an essential part of the social welfare system, gradually taking firm root today as a free-of-charge benefit program consisting of four-to-six weeks of intensive treatment, institutional care, and curricular sessions that help students catch up on missed schoolwork. This article examines the various features and recent developments of the German pediatric rehabilitation system, thereby offering guidance to Korea in strengthening both the capacity and quality of its own rehabilitation services, improving local access, and raising public awareness.
현재 한국은 아동 재활 전문 병원이 절대적으로 부족하여 이른바 ‘재활 난민’ 현상이 여전히 심각하다. 아동 재활 서비스에 대한 양적 발전과 사회적 인식 개선이 시급한 시점이다. 독일의 경우 이미 18세기부터 아동 재활 서비스가 발전하기 시작하였고 이후 두 차례의 세계대전을 거치면서 아동 재활이 사회보장제도의 핵심으로 간주되었다. 현재는 4주간의 집중 재활 치료와 요양 그리고 학교교육 등이 보장되는 무료 사회 보장 급부로 자리매김하였다. 이 글에서는 독일 아동 재활 서비스의 특징과 최근 현황을 고찰함으로써 한국이 재활 난민 현상을 해소하고 어린이 재활 서비스의 양적 발전과 동시에 질적 발전을 도모하며 나아가 어린이 재활에 대한 사회적 인식을 고취하는 데 일종의 나침반을 제공하고자 한다.
Anonymous childbirth has been a legal right for Italian women since 1997, governed by the legislative framework of Presidential Decree 396/2000. The implementation of this right involves various stakeholders, primarily the Ministry of Health, hospitals, medical and nursing associations, local health authorities (ASL), professional associations, and citizens, who can report cases of abuse or non-compliance to the relevant authorities. Courts, municipal authorities, the Public Prosecutor's Office, and the Juvenile Court also play a role. Italian law primarily protects the anonymity of mothers rather than the children born through anonymous childbirth. To date, the law does not explicitly protect the right of these children to trace their mother’s identity, a gap that Italian courts only partially address in practice.
익명 출산(parto in anonimato)은 1997년부터 이탈리아 여성에게 보장된 법적 권리이다. 이를 규율하는 법률 체계는 대통령령 396/2000인데, 보건부, 병원, 의료 및 간호 협회, 지방보건국(ASL), 다양한 전문 협회, 그리고 시민 등 다양한 이해관계자가 이 법률 시행에 참여한다. 시민들은 법률 위반 및 시행 실패 사례를 관할 당국에 신고할 수 있다. 법원, 지방자치단체, 검찰청, 소년법원도 관여한다. 이탈리아 법은 익명 출산으로 태어난 아이보다 비밀을 지키는 어머니를 보호한다. 현재까지 이 법은 어머니의 이름을 추적할 권리를 명확히 보장하지 않으며, 이 공백은 이탈리아 법원이 법을 시행하는 과정에서 부분적으로만 해결되고 있다.
In this article, I provide an overview of the background to the introduction of the Safe Haven Law and Program (SHLP) in 1999 and trace its development over time. I highlight recent changes, such as the spread of Safe Haven Baby Boxes, the extension of the time frame for legally surrendering an infant, and the growing number of designated surrender locations. While SHLP has made some headway in preventing child abandonment, it still has structural limitations—such as the absence of follow-up support for at-risk parents— and thus remains underused and low in accessibility. In this context, this article also considers the gap between the law’s original intent and its actual implementation, and discusses the implications of this US case for Korea’s new protected birth system and, more broadly, its social welfare system.
이 글에서는 미국에서 1999년 처음 도입된 신생아보호법과 제도(Safe Haven Law and Program)의 배경과 시행 경과를 개관하고, 최근의 주요 변화 양상을 정리하였다. 특히 Safe Haven Baby Box의 확산, 인도 가능 연령 및 장소 확대 등 법적・사회적 변화를 중심으로 제도의 진화를 살펴보았다. 아동 유기 방지를 위한 제도적 장치로서 신생아보호법과 제도는 일정한 성과를 보였으나, 여전히 낮은 이용률과 제도 접근성, 위기 부모에 대한 사후 지원 부재 등 구조적 한계를 안고 있다. 이에 이 글에서는 신생아보호법과 제도의 제정 취지와 실제 작동 간의 간극을 짚어 보고, 미국 사례를 통해 보호출산제 논의를 포함한 한국 사회보장 체계의 함의를 모색하고자 한다.
In this article, I begin by outlining the background of the Confidential Birth System, and then explain how the system works, how it has been evaluated in recent years, and what recommendations have emerged for its improvement. The German system has sought to balance ensuring safe maternal care and childbirth in anonymity for the mother with safeguarding the child’s right to life and, later, the right to know their parentage. This effort has led to a decline in the number of anonymous child handovers. To improve the Confidential Birth System, the German government is working to enhance coordination among relevant organizations, clarify their responsibilities, and provide well-organized, compassionate support for the welfare of expectant and new mothers. Going further, I discuss the implications of the German system for Korea’s policy on Crisis Pregnancy and Protected Birth.
이 글에서는 독일 비밀출산제의 고찰을 통해 한국의 위기 임신 및 보호출산 정책에 대한 시사점을 모색하고자 하였다. 이에 비밀출산제의 도입 배경과 제도 운영, 최근의 평가와 권고안의 순으로 독일의 정책을 살펴보았다. 독일은 비밀출산제를 통하여 임산부에게 안전한 의료 환경과 익명성 보장을, 아이에게는 아이의 생명권과 추후 자신의 뿌리를 알 권리에 대한 보장을 균형 있게 추구하고자 노력하고 있다. 이 결과로 영아 익명 위탁을 줄이는 성과를 도출하였다. 독일 정부는 나아가 비밀출산의 발전을 위해 기관과의 연계 문제 및 책임 소재의 명확화, 임산부의 복지를 위한 촘촘하고 세심한 접근을 모색하고 있다. 이를 바탕으로 한국 위기 임신 및 보호출산제 정책의 개선을 위한 시사점을 제시하였다.
England provides various out-of-home protection services to children and adolescents in need of protection. Particularly distinct among these services is the Semi-Independent Living Arrangement (SILA), administered systematically for adolescents aged 16 and older, a group at a critical stage in preparing for independent living. About 8 percent of children in the out-of-home care system are supported through SILA. In this article I examine SILA in detail—considering the legal framework, operational structure, case management, assessment of varying support needs, and local government practices—and discuss how such a scheme, not yet implemented in Korea, could enhance Korea’s out-of-home childcare system.
영국은 보호가 필요한 아동・청소년에게 다양한 유형의 가정외보호를 제공하고 있다. 특히 만 16세 이상 아동・청소년의 자립을 준비하는 중요한 단계로서 ‘준자립 주거(Semi-independent Living Arrangements)’를 체계적으로 운영하고 있다. 전체 보호 대상 아동 중 8%가 해당 준자립 주거 기반 공적 보호를 받고 있다. 한국에는 없는 가정외보호 유형인 준자립 주거 기반 보호 서비스를 중심으로 영국의 법적 기반, 운영 구조, 사례관리 방식, 서비스 수준 구분, 지방정부 운영 사례 등을 살펴보고, 한국의 아동보호제도 개선을 위한 시사점을 도출하고자 한다.
