The UK Department for Education launched the “Giving Every Child the Best Start in Life” strategy in July 2025, with the aim of closing early developmental gaps and ensuring a more equal start to school. This strategy seeks to provide integrated support across family services, health care, childcare, and early education from pregnancy through to school entry, with the goal of increasing the proportion of 5-year-olds who achieve a Good Level of Development (GLD) from 68 percent in 2025 to 75 percent by 2028. The strategy also aims to establish up to 1,000 Best Start Family Hubs and as many as 2,000 connected services by 2028, provide eligible parents with 30 hours of funded childcare per week for children aged 9 months and older, and strengthen health care support through Healthy Babies services. Under the initiative, priority has been given to disadvantaged areas in the establishment of Family Hubs, which are open to all families, to improve access to services, providing continuous support and integrating local-level performance management with digital and face-to-face services. These integrated early-years support policies in the UK have useful implications for the development of a child support policy framework in Korea.
영국 교육부는 2025년 7월 아동의 발달 격차를 줄이고, 평등한 학교 출발선을 목표로 ‘모든 아이에게 최고의 출발을(Giving Every Child the Best Start in Life)’ 전략을 발표하였다. 이 전략은 임신기부터 만 5세까지 가족서비스, 보건의료, 영유아 보육 및 교육을 통합 지원하고, 2028년까지 만 5세 아동의 적정발달수준(GLD: Good Level of Development) 달성률을 현재 약 68%에서 75%로 높이는 것을 목표로 한다. 정부는 2028년까지 베스트 스타트 패밀리 허브(BSFH: Best Start Family Hubs) 최대 1000곳과 2000개의 네트워크 거점을 조성하고, 생후 9개월부터 주 30시간의 영아 무상보육 확대, 헬시 베이비(Healthy Babies) 서비스를 통한 보건의료 지원 강화를 추진한다. 또한, 모든 가정이 이용할 수 있는 허브를 취약지역에 우선 배치해 접근성을 높였으며, 임신기부터 취학기까지 지원을 연속적으로 제공하고, 지역 단위 성과관리 및 디지털·대면 서비스의 결합을 함께 시도하고 있다. 이러한 영국의 생애 초기 통합 지원 정책은 한국의 아동지원정책 체계 구축에도 유의미한 시사점을 제공할 것이다.
This paper examines Japan’s policies on mental health peer support workers and aims to draw policy implications for South Korea. Along with the establishment of a comprehensive care system, Japan has recognized peer support workers as a core component of recovery-oriented practice. By introducing the Peer Support Training Project, as well as add-on payments for service provision, Japan has provided financial incentives to promote the stable employment of peer support workers. Surveys have found that most of these workers have lived experience of mental illness. They actively participate across the spectrum of service delivery, with face-to-face peer counseling as their primary role. Furthermore, Japan has established multifaceted support frameworks, including collaborative training with professionals, mandatory two-person team placements, and the direct involvement of peers in training and professional development. These findings offer important policy implications for South Korea, which amended its legislation on peer support workers earlier in 2026, including securing a stable financial structure, establishing requirements for professional-peer partnerships, and systematizing a peer-centered training curriculum.
이 글은 일본의 정신장애인 동료지원인 정책을 고찰하고 한국에 대한 시사점을 제시하고자 하였다. 일본은 포괄케어시스템 구축과 더불어 동료지원인을 회복 중심 실천의 핵심 요소로 인정하여 피어 서포트 연수 사업, 체제 및 실시 가산 제도를 신설함으로써 동료지원인의 안정적인 고용을 유도하는 재정적 인센티브를 마련했다. 실태조사에 따르면 장애인 동료지원인의 과반수가 정신장애인으로, 대면 동료 상담을 핵심 역할로 수행하면서 서비스 제공 전반에 참여한다. 전문가와의 협동 교육, 2인 1조 배치 의무화, 당사자 양성과정 참여 등 다각적 지원체계를 구축했다. 이는 2026년 동료지원인 관련 개정 법률 시행을 맞이한 한국에 안정적 재정 구조 구축, 전문가·동료지원인 간 파트너십 요건 마련, 당사자 중심의 양성 과정 체계화 등 정책적 함의를 제공한다.
Germany has developed a variety of alternative residential care models to help seniors live comfortably in everyday life in family-like residential settings. Spearheaded by the German Center for Gerontology (KDA), these initiatives have introduced new approaches that address the limitations of conventional models by creating homelike environments, integrating local infrastructure, and ensuring residents’ rights to self-determination. The German government has also expanded financial support through long-term care insurance to promote innovative housing arrangements for older people. Legislation enacted in 2025 further accelerated the adoption of these alternative models. This article examines the residential long-term care models pursued in Germany, with particular attention to Bavaria’s outpatient-supported communal housing (abWG).
독일은 요양시설에서 일상성을 회복하고 가족과 같은 편안함을 누릴 수 있도록 다양한 대안적 모델을 개발했다. 대표적으로 독일 노인복지재단(KDA)에서는 가정적 시설 환경, 지역사회 인프라와의 결합, 시설 내 자기결정권 보장 등 기존 시설의 한계를 극복하는 새로운 노인 주거 모델을 제안하고, 기존 시설의 재구조화를 유도해 왔다. 이런 배경에서 독일 정부는 노인을 위한 새로운 주거 형태를 장려하기 위해 수발보험 기반 재정지원을 본격화했다. 특히 2025년 이루어진 입법은 대안적 주거 모델을 확산시킬 수 있는 계기를 마련하였다. 이 글에서는 바이에른주의 외래지원공동주거(abWG) 사례를 중심으로 독일 사회가 추구하는 요양시설 모델을 검토하였다.
Germany has incorporated full-day care for primary school-aged children into a federally guaranteed legal framework and has further supplemented the means of realizing this entitlement during school holidays. As a result, care that was previously provided in a fragmented manner across schools and the child-and-youth welfare sector has been restructured into a legally guaranteed system of public support. This article examines the types and current conditions of full-day care in Germany and finds that regional disparities, unmet demand, and constraints in financial and human resources remain significant challenges in practice. The German case demonstrates that care policy for primary school-aged children is not merely a matter of expanding services, but a complex policy field that requires careful consideration of legal entitlement, the coherence of delivery structures, the stability of operational foundations, and the maintenance of quality standards.
독일은 초등 학령기 아동에 대한 전일제 지원을 연방법상 권리보장 체계로 편입하고, 최근에는 방학 기간 중 권리 실현의 방식도 보완하였다. 이에 따라 학교와 아동·청소년 복지 영역에서 분산적으로 운영되던 돌봄은 법적으로 보장되는 공적 지원체계로 재구성되었다. 이 글은 독일의 초등 학령기 아동에 대한 전일제 돌봄의 제공 유형과 운영 현황을 검토하고, 실제 운영에서 지역별 편차와 미충족 수요, 재정 및 인력 확보의 한계가 여전히 중요한 과제로 남아 있음을 확인한다. 독일 사례는 초등 학령기 아동에 대한 돌봄 정책이 단순한 서비스 확대의 문제가 아니라 권리 보장과 제공 체계의 정합성, 운영 기반의 안정성, 질적 기준의 확보를 함께 고려해야 하는 복합적 제도 영역임을 보여 준다.
Meals on Wheels (MoW) in the United States is a leading home-delivered meal program that supports homebound older adults by providing nutritious meals and regular safety check-ins. Although MoW originally centered on meal delivery and basic wellbeing monitoring, it has expanded into an integrated service model that includes wellness activities, home repair and modification, pet assistance, and technology-based supports. MoW is seeing rising waitlists nationwide, and Meals on Wheels America highlights increased funding, provider capacity, and stronger public–private partnerships as key solutions. These shifts show that MoW is evolving beyond meal delivery into a broader community-based aging support system that enhances safety, social connection, housing stability, and digital access. This paper examines MoW’s structure, services, recent program expansions, and policy developments to highlight its role in community-based care.
미국 식사배달서비스(MoW: Meals on Wheels)는 외출이 어려운 고령층에게 영양식 배달과 안부 확인을 제공하는 대표적 재가노인 지원 프로그램이다. 초기에는 식사 제공과 안부 확인이 핵심이었으나, 최근에는 건강 증진 및 운동 프로그램, 주택 개조 서비스, 반려동물 지원, 기술 지원 등 다양한 프로그램과의 연계를 통해 통합적 서비스 모델로 확장되고 있다. MoW는 현재 대기자 증가 문제를 겪고 있으며, 전국 단위 비영리 리더십 조직인 MoW 아메리카가 이를 해결하기 위해 예산 증액, 제공 기관 역량 강화, 민관 협력 확대를 핵심 과제로 추진하고 있다. 이러한 변화는 단순 식사 지원을 넘어 지역사회에서 고령층의 안전, 사회적 관계, 주거환경, 디지털 접근성을 개선하는 새로운 노인 돌봄 프로그램으로 MoW의 역할이 확대되고 있음을 보여 준다. 이 글에서는 MoW의 구조와 서비스, 최근 프로그램 확장 및 대기자 문제 등을 종합적으로 검토해 지역사회 기반 돌봄 체계에서 MoW가 갖는 의미와 향후 과제를 논의한다.
Hospitals specializing in pediatric rehabilitation are in very short supply in Korea, forcing many children and their families to move from one place to another in search of appropriate care. The situation calls for urgent action to expand rehabilitation services for children and to improve social perceptions of these services. In Germany, pediatric rehabilitation services, dating as far back as to the 18th century, have, over the years and across two world wars, grown to become an essential part of the social welfare system, gradually taking firm root today as a free-of-charge benefit program consisting of four-to-six weeks of intensive treatment, institutional care, and curricular sessions that help students catch up on missed schoolwork. This article examines the various features and recent developments of the German pediatric rehabilitation system, thereby offering guidance to Korea in strengthening both the capacity and quality of its own rehabilitation services, improving local access, and raising public awareness.
현재 한국은 아동 재활 전문 병원이 절대적으로 부족하여 이른바 ‘재활 난민’ 현상이 여전히 심각하다. 아동 재활 서비스에 대한 양적 발전과 사회적 인식 개선이 시급한 시점이다. 독일의 경우 이미 18세기부터 아동 재활 서비스가 발전하기 시작하였고 이후 두 차례의 세계대전을 거치면서 아동 재활이 사회보장제도의 핵심으로 간주되었다. 현재는 4주간의 집중 재활 치료와 요양 그리고 학교교육 등이 보장되는 무료 사회 보장 급부로 자리매김하였다. 이 글에서는 독일 아동 재활 서비스의 특징과 최근 현황을 고찰함으로써 한국이 재활 난민 현상을 해소하고 어린이 재활 서비스의 양적 발전과 동시에 질적 발전을 도모하며 나아가 어린이 재활에 대한 사회적 인식을 고취하는 데 일종의 나침반을 제공하고자 한다.
In this article, I examine a Japanese policy relevant to Korea’s Crisis Pregnancy and Protected Childbirth Support. In Japan, Stork’s Cradle—a ‘baby box’ scheme introduced on May 10, 2007—has, through years of operation, led to a social recognition of the severe vulnerabilities some women face in childbirth environments. This, in turn, prompted a shift in policy direction in December 2021 toward Confidential Birth, a Japanese counterpart to Korea’s Protected Childbirth Support. The Japanese government subsequently issued guidelines for the confidential childbirth program, which, as it was practiced by a single private hospital and with mothers’ identities kept hidden from authorities, had been considered legally questionable. However, the new guidelines assign sole responsibility for managing maternal and child information to the hospital and relevant local government. Despite calls from various individuals and groups for the institutionalization of confidential birth, no significant action has yet been taken.
이 글에서는 한국의 위기 임신 및 보호출산 지원 제도와 관련있는 일본의 사례에 대해 살펴보았다. 일본은 소위 베이비박스라고 하는 황새요람 운영이 2007년 5월 10일부터 시작되었다. 황새요람의 운영 결과 여성과 아기가 매우 취약한 출산 환경에 노출되고 있다는 것을 인식하게 되어 여성의 안전한 출산부터 케어해야 한다는 생각으로 2021년 12월 처음으로 우리나라의 보호출산제라 할 수 있는 내밀출산까지 이르게 되었다. 다만, 이러한 출산이 민간의 한 병원에서 이루어져 왔으며, 국가에 여성의 신원을 공개하지 않는다는 측면에서 위법성을 동반하는 불안정한 측면이 존재하고 있었으므로 일본 정부는 이에 대한 가이드라인을 발표하였다. 그러나 이 가이드라인은 여성과 아동의 정보 관리를 지자체와 병원에 일임하였다. 다양한 이해관계를 갖는 사람 및 단체에서 일본 정부에 법제화를 촉구하고 있으나 아직 적극적으로 법제화에 나서고 있지는 않은 형국이다.
