초록
프랑스 가족수당은 사회보장제도가 발달하기 시작한 1945년 이후부터 프랑스 사회가 직면해온 문제에 대응하면서 발달하여 오늘날의 모습으로 자리 잡았다. 프랑스 가족수당제도는 국가가 가족을 지원한다는 의지의 천명으로서 사회정책에서 중요한 위치를 차지하고 있으며, 가족의 자녀 양육과 생활을 지원하는 다양한 수당으로 구성되어 있다. 이러한 통합적 수당 체계는 사각지대를 최소화하고 정합성을 도모하여 정책의 효과성과 효율성을 극대화한다는 장점이 있다. 본고는 프랑스 가족정책을 구현하는 중요 수단인 가족수당의 특징과 현황을 살펴봄으로써 아동수당 도입을 앞둔 우리나라에 제공하는 시사점을 도출하고자 한다.

미국Abstract
The US is one of the few welfare states that do not have a national paid sick leave scheme. However, since 2010, at least 10 state and municipal governments have enacted or drafted their own paid sick leave schemes, and, in many states, different types of paid sick leave were made available depending on the employer. Recently, discussions on the implementation of a paid sick leave policy at the federal level have been active in US political circles led by the Democratic Party. This article investigates the development process and characteristics of the US federal sick leave system and examines the prospects of implementing paid sick leave in the future. In addition, this study derives policy implications from the US case that are relevant to Korea as it gears up to implement a national sickness benefit scheme.

미국은 국가 차원의 유급병가정책이 없는 극소수의 복지국가 중 하나이다. 다만 2010년 이후 10여 개의 주정부 및 지방정부에서 독자적인 유급병가정책을 시행하거나 준비하고 있으며, 개별 사업장에 따라 다양한 유급병가를 제공하고 있다. 최근 미 정치권에서는 민주당 주도하에 연방 차원의 유급병가정책 도입 논의가 활발하게 진행되고 있다. 이 글에서는 미 연방 차원의 병가제도 발달 과정과 그 특징을 살펴보고 향후 유급병가 도입의 가능성을 예단해 본다. 아울러 이러한 미국의 경험이 상병수당제도의 도입을 준비 중인 한국에 주는 정책적 함의를 살펴본다.

Abstract
Restorative justice has emerged as an approach to address the inequities and other structural problems that the U.S. criminal justice system has been criticized for. Evidence from a diverse range of studies supports the idea that restorative justice can serve as a viable alternative to increase victim satisfaction and reduce recidivism. This article explores how and against what background restorative justice has grown in the U.S. criminal justice system in recent years, examines the use of restorative justice in cases involving domestic violence, and provides an outlook on issues related to its further expansion.

미국 형사 사법 체계의 불평등과 여러 가지 구조적인 문제에 대한 비판에 따라 이 문제를 해결하기 위한 방안으로 회복적 사법이 대두되었다. 다양한 실증적 연구를 통해 회복적 사법이 절차상에서 피해자의 만족도를 높이고, 가해자의 재범을 줄이는 실행 가능한 대안이 될 수 있다는 주장은 더욱 설득력을 얻어가고 있다. 이 글에서는 미국 형사 관련 사법제도 내의 최근 회복적 사법 확대의 배경, 가정 폭력에 대한 회복적 사법의 적용 사례와 회복적 사법의 확대에 따른 쟁점 및 전망을 살펴보고자 한다.
