In this article, I aim to discuss the status of social service coverage for migrants in some key welfare states and draw implications for Korea’s social security system. For this, I analyzed the status of social service entitlements for foreigners in the United Kingdom, Germany, Sweden, and Japan, focusing on the areas of care and housing. The majority of care and housing services in Germany and Sweden are available to foreign nationals residing there legally. In Japan, foreigners can apply as nationals for many care and housing services, and long-term foreign residents can receive a wide range of services under the system. On the other hand, in the United Kingdom, many social services are unavailable to foreigners(non-EEA) due to restrictions imposed by the immigration policy on social security benefits for foreigners. It is necessary to explore ways to improve social security concentrating on resident foreigners at the level of domestic social policy and migration policy.

이 글에서는 해외 복지국가의 이주민 사회서비스 보장 현황을 파악함으로써 국내 사회보장제도에 대한 함의를 도출한다. 이를 위해 영국, 독일, 스웨덴, 일본의 돌봄과 주거 영역을 중심으로 사회서비스의 외국인 이주민 수급권 현황을 분석하였다. 독일과 스웨덴은 대부분의 사회서비스 제도가 적법한 체류허가를 받고 국내에 거주하는 외국인을 포괄한다. 일본도 다수의 돌봄 및 주거 서비스에서 외국인이 내국인과 동일하게 서비스를 신청할 수 있어 장기체류 외국인은 제도상으로 대부분 서비스를 수급할 수 있다. 한편, 영국은 이민정책 차원에서 외국인 사회보장급여 제한 조건이 작용하여 다수의 사회서비스가 외국인에게 제한적이다. 이러한 사례들을 참고하여 국내 사회정책과 이주정책에서 정주형(定住型) 외국인을 중심으로 사회보장 개선 방향을 모색할 필요가 있다.
