이 연구는 돌봄서비스 만족도 제고를 위하여 사회적 돌봄서비스의 이용현황과 만족도에 영향을 미치는 요인을 이용자의 특성, 사업관리 점검요소, 서비스 구성요소 등의 측면에서 분석하였다. 이를 위하여 2011년 2월부터 9월까지 노인돌봄사업, 가사간병지원사업, 장애인활동보조사업, 산모신생아도우미사업 등 4개 돌봄서비스 이용자를 대상으로 500명을 전국에서 무작위로 추출하여 설문조사를 실시하였다. 조사자료는 분산분석, t테스트, 다중회귀분석 등을 이용하여 분석하였다. 분석결과 이용자의 특성뿐만 아니라, 사업별로 돌봄 단위서비스의 이용비율이 다른 것으로 나타났다. 돌봄서비스 사업의 전반적 만족도에 영향을 미치는 요인은 사업관리 점검요소 중에서 서비스 수요조사실시, 서비스시간 준수인 것으로 나타났다. 돌봄 단위서비스 중에서는 취사 ? 세탁 등 가사지원서비스 만족도와 생활상담 등 정서지원서비스 만족도인 것으로 나타났다. 따라서 이 연구는 돌봄서비스 사업에서 정서지원서비스가 중요하다는 것을 이론적 측면에서 뿐만 아니라, 이를 실증적으로 확인하였다는 점에서 의의가 있다.;The purpose of this paper is to analyze determinants of users’ satisfaction with Korean social care services. Four social care services, including elderly care and daily activity assistance for the disabled, were used to investigate the levels of utilization and satisfaction of unit services such as physical assistance, emotional support, household service, and nursing care service. The t-Test, analysis of variance, and regression analysis were made by using a survey of 500 random samples. The analysis shows that among management factors the overall satisfaction with social care services is related with service providers’ research on users’ demand and compliance of service time. The analysis also finds a positive relationship between the overall satisfaction with social care services and the unit-service satisfaction with household support and emotional support. This result demonstrates empirically that the emotional support is important in social care services.
노인을 위한 대표적인 재가서비스인 가정봉사원파견사업이 노인장기요양보험의 실시등을 계기로 ‘재가노인지원서비스’로 새롭게 실시되고 있다. 그러나, 재가노인지원서비스에 대한 연구가 최근에 거의 이뤄지지 않았다. 본 연구의 목적은 경기도에 소재한 재가노인지원서비스 기관들의 서비스 제공과 기관 운영에 대한 실태 및 그 문제점과 개선방안을 탐색하는데 있다. 본 연구의 방법론은 문헌고찰과 재가노인지원서비스기관의 센터장 등 전문가들과의 ‘표적집단면접법(Focus Group Interview)’를 실시했다. 본 연구결과에 따르면, 기관들은 기존 노인돌봄서비스와의 차별성 확보, 예방서비스 제공, 안정적 인력확보 등의 측면에서 문제가 있었다. 기관의 운영 측면에서 상당수 기관들이 방문요양서비스 등 다른 사업을 동시에 겸업으로 제공하고 있었다. 그러나, 기관들은 관리와 감독이 느슨한 재가노인지원서비스는 상대적으로 소홀히 하는 반면에, 추가적인 수익이 발생하는 방문요양과 같은 겸업사업에 더 치중하는 경향이 있는 것으로 나타났다. 본 연구는 그 개선 방안으로 재가노인지원서비스의 범위 재설정, 정교한 서비스 제공 가이드라인, 기관에 대한 관리와 감독의 강화 등을 제시했다.;Along with the introduction of long-term care insurance for the elderly, the home support service for the elderly has been newly implemented, which was changed from the traditional in-home care service, home helper service in Korea. However, in recent years, there has been little research to explore the issues relating to home support service for the elderly. The aim of the study is to explore the problems and improvements for the home support service providers in Gyeonggi-do province in terms of their provision of services and management of their organizations. This research involved literature review and focus group interviews with directors of provider organizations. According to the results of the study, some service providers have limitations in competitive advantage, in provision of preventive services, and in their recruit and retainment of care workforce. In addition, there have been other limitations in terms of the management of the organizations. It seems that many service providers also have been providing other care services such as primarily home visiting care services. However, it appears that while some providers have worked harder to provide such services like home visiting service than home support service in other to make more profits. The lack of proper supervision of home support service providers by local authority appears to affect this result. In order to remove these limitations, a number of policy suggestions for the improvements of the service are recommended such as the redefinition of home support service, the developments of a number of sophisticated guidelines for the service, and the strict supervision of service providers.
