후기산업사회는 자본주의의 경제가치가 사회를 지배하면서 경제자본으로 인한 계층 간의 갈등이 사회문제에 핵을 이루고 있다. 그러므로 대부분의 선진 국가 들은 정책을 통해 이 갈등을 해소하고 사회연대를 꾀함으로써 안정된 사회를 유지하려는 노력을 하고 있다. 복지정책이 잘 되어있는 국가들은 정책의 기본철학을 지니고 있어 이 개념을 토대로 정책을 확대하면서 복지를 실천하고 있다. 프랑스 복지정책의 기본철학은 ‘연대’로 이는 왕정정치 이후 공화정치의 기본개념인 동시에 자유, 평등 그리고 형제애를 강조하는 이들의 정치철학의 실천적 개념이다. 그러므로 거의 대부분의 복지정책에서 키워드로 표방하고 있는 이들의 연대개념의 역사적 발전과정을 살펴보고, 복지정책의 연대성 효과와 기본단위의 공동체 연대나 이익집단들의 연대가 사회로 확장되는 기제와 기본개념이 존재함으로써 얻어지는 정책의 일관성의 효과에도 주목하고자 한다. 한편 연대정책은 복지국가를 지향하는 국가의 주요한 역할이지만, 사회연대를 위해서는 국민들의 이타적인 배려와 타인에 대한 관심을 형성하는 문화적인 요인도 중요하다. 특히 프랑스 정부는 함께 참여하면서 형성되는 연대의 특성을 실천하기 위해 배제계층의 지원에 대한 국민들의 합의는 물론 수혜자들의 참여의식을 위한 정책도 강조하고 있다. 마지막으로 이러한 프랑스복지정책의 실천 함의를 근거로 우리나라 정책을 점검하면서 정책의 근간이 되는 정책철학의 의미를 찾아보고자 한다. 우리나라의 복지정책의 기본개념의 실체, 정책의 사회연대성 효과를 알아봄으로써 복지정책의 실체를 점검해 보고자 하는 것이 이연구의 목적이다.;In the post industrial society, the economy has been the dominant social value. This creates a conflict between social classes that is determined by personal possession and capital. Therefore most advanced countries try to solve this conflict with a policy designed to achieve social security through social integration . Most of them have established a principal concept that governs their welfare policy; this concept drives the coherence and efficiency of that policy. In France, the government has a fundamental concept of the welfare policy as ‘solidarity’. It is the basic concept of the French Republic and the practical concept of the French political notions of ‘freedom, ‘equality’ and ‘friendship’. This study focuses on the concept of solidarity in the welfare policy of France: the historical processes, its efficiency, and the development of this concept between individual and nation, individual and society, enterpriser and employee, enterprise and nation and between regions. We focus also on how the efficiency of a consistent welfare policy is a principal concept of policy. On the other hand, the policy of welfare is not only the responsibility of the government. It also has to be built up with an element of social culture based on the human being, such as altruism and a consideration of those who are the excluded from society. The French government does not fail to recognize this point. Finally, with regard to the French welfare policy, we consider our welfare policy to examine its main principal concept: What is the fundamental concept of our welfare policy and how efficient is the policy in achieving social solidarity? That is the purpose of this study.
본 연구는 탈북 중?고령자의 심리사회적 특성과 정부지원 인식에 따른 삶의 만족도를 분석하여 삶의 만족도 제고를 위한 방안을 모색하고자 하였다. 이를 위해 2011년, 50세 이상 탈북자의 거주지역, 성별, 연령 등을 고려하여 층화표집한 215명의 전국 조사 자료를 활용하였다. 연구결과, 북한이탈 중?고령자의 삶의 만족도는 3.27점으로 비교적 높은 수준으로 나타났으며, 탈북 중?고령자의 심리사회적 특성은 삶의 만족도의 4.6%를, 정부지원 인식은 8.9%를 설명하는 것으로 나타나 두 영역에 대한 개입의 중요성을 보여 주었다. 탈북 중?고령자가 정부정책이 지역사회정착에 도움이 된다고 인식 할수록, 사회적 지지가 높을수록, PTSD가 낮을수록, 북한에서의 학력이 높을수록, 주관적 건강상태가 좋을수록, 경제적 만족도가 높을수록 삶의 만족도는 통계적으로 유의하게 증가하였다. 이에 첫째, 50대 이상 탈북자가 체감하는 지역사회정착을 위한 북한이탈주민지원정책을 실행할 것과 탈북자 자신이 정부지원에 대한 합리적인 기대를 갖도록 할 것을 제안하였다. 둘째, 중?고령 탈북자에게 사회적 지지체계를 만들어 주되, 정부와 언론 등 다양한 사적?공적 지원체계들이 탈북자의 고통에 대한 공감 속에서 사회적 지지를 하도록 탈북자 지원기관들의 중간역할을 제시하였다. 셋째, 탈북 중·고령자의 PTSD에 대한 정확한 사정·치료, 위기개입 및 이들이 고통을 통해 성장하여 궁극적으로 자신의 삶에 만족할 수 있도록 지원할 것을 제안하였다. 마지막으로 탈북 중·고령자의 건강과 소득보장에 대한 지원책 마련을 포함하여 자신의 건강과 경제상태에 대해 긍정적으로 인식할 수 있는 접근을 요청하였다.;The purposes of this study were (a) to investigate the influence of psychosocial characteristics and recognition about government support on life satisfaction among old North Korean refugees, (b) to suggest the implications for increasing the levels of life satisfaction. North Korean defectors aged 50 and over were sampled using a stratified random sampling method. A total of 215 cases were analyzed by hierarchical regression. In the analysis to find factors affecting the level of life satisfaction among old North Korean defectors, the level of PTSD symptoms and social support network was determinant for the level of life satisfaction, and recognition about government support affected the level of life satisfaction. A number of implications for the high life satisfaction of North Korean defectors to South Korean society are presented.
