As part of efforts to achieve aging in place, an interest in diverse housing options for older adults has been growing among researchers and policy makers. The government has made provision of housing with services for older adults as a stated policy goal and overhauled the existing laws for housing underprivileged people. As such, the institutional framework has been put in place to provide a comprehensive provision of housing, health, and services for the disadvantaged including older people. This study explored the potentiality of housing models that enable a flexible provision of housing and services for older adults toward the ultimate goal of aging in place. We conducted a comprehensive literature review in the domestic and international literature on housings for older people. Also, interviews in the housing field were carried out. Findings of this study present prototypical serviced housing models with respective characteristics including eligibility criteria for residents, service delivery mechanism, and others. We provided implications for future research and policy development for establishing and expanding housing options for older adults.
최근 우리나라에서도 에이징 인 플레이스라는 가치를 실현하기 위해 다양한 노인주거 대안에 대한 관심이 높아지고 있다. 정부가 고령자를 위한 케어안심주택 제공을 공표하고, 서비스 지원 주택 내용을 포함하여 주거약자법 전면 개정이 곧 현실화 되는 등 그동안 이원화되어 있던 주택과 의료･보건복지 서비스의 융합적 제도화 기반이 마련되고 있다. 본 연구의 목적은 ‘저소득 노인의 에이징 인 플레이스(Aging in Place)를 가능하게하는 주택 제공과 서비스 지원을 어떻게 할 것인가?’라는 질문을 따라, 서비스 지원 주거의 내용 및 제공 방식을 제시하는 주거 모델을 개발하는 것이다. 이를 위해 에이징 인플레이스를 비롯한 서비스 지원 주거의 주요 개념과 특성, 현황 등에 관한 국내･외 선행연구 검토와 함께 국내 서비스 지원 주거 적용 방안 마련을 위한 전문가 면담을 실시하였다. 그 결과를 바탕으로 저소득 노인을 위한 서비스 지원주거의 특성과 원칙, 입주대상자 기준, 적정 주택확보 방안 및 주택 유형, 그리고 주택 내 서비스 지원 내용 등을 포함한 서비스 지원 주거모델을 유형화하여 정리하였다. 연구결과를 바탕으로 향후 노인주거 대안 마련에 있어 고려할 점과 추후 연구의 방향과 내용에 대해 제언하였다.
인구 고령화 비율이 높아지고 평균 수명이 증가함에 따라 노년기에 대한 사회적 관심이 높아지고 있다. 또한 노후에 무엇을 하면서 어떻게 살 것인가가 중요한 화두가 되고 있다. 본 연구의 목적은 『8만 시간 디자인 공모전』에 제출된 기록물 분석을 통해 21세기 노인이 갖고 있는 노후에 대한 기대와 계획을 살펴보는 것이다. 2011년 첫 공모전에 참여한 인원 중에서 60세 이상 응모자 59명분의 에세이 자료를 중심주제분석(thematic analysis)방법으로 분석하였다. 중심주제로 도출된 세 가지 결과는 다음과 같다: ① 인생 2막은 자기 자신으로 사는 시간으로서 주도적 노력이 필수임, ② 개인적 의미와 사회적 가치가 있는 현재진행형 노년의 삶을 살고 싶음, ③ 8만 시간을 마음껏 디자인할 수 있는 사회적 여건 부족. 연구 결과를 기반으로 백세 시대 노후계획을 위해 필요한 사회적 여건 조성에 대해 세 가지 차원에서 살펴보았다.;With the increasing proportion of the aging population and an increase in life expectancy, there is increasing interest in the later life. As a result, what to do and how to live in one"s later years have become an important topic. The purpose of this study was to explore the expectation and preparation for later life among older adults" by analyzing personal documents from 80,000 hours design competition. Using thematic analysis, essays written by 59 older adults who were 60 years old and over were analyzed. Three main themes were emerged as follows: ① the second chapter of life should be a time for being oneself and requires one"s proactive efforts, ② it should be ongoing, meaningful to oneself, and valuable to the society, ③ preparing for later life is not easy due to the lack of social conditions. Based on the findings, practical implications for preparation for later life in 21st century are discussed in three ways.
