한국에서 환경오염이 보건비 지출에 영향을 미쳤는가?: 광역자치단체의 패널자료를 이용한 실증분석

Dose Environmental Pollution Affect Health Care Expenditure in Korea?: Empirical Evidence from Regional Governments’ Panel Data

초록

본 연구는 1999~2008년 기간 우리나라 16개 광역자치단체의 불균형 패널자료를 이용해 환경오염 배출량 혹은 배출시설 수가 보건비 지출에 미친 영향을 실증적으로 분석했다. 이때 환경오염 변수는 대기오염 4개 항목, 소음 및 진동 배출시설 수 및 수질오염 3개 항목으로 나타냈으며, 보건비 지출은 ‘GRDP 대비 민간 보건비 지출 비율’과 ‘GRDP 대비 정부 보건복지 및 환경 지출 비율’의 두 가지로 구분했다. 실증분석 결과 환경오염 변수는 GRDP 대비 민간 보건비 지출 비율에 통계적으로 유의한 음(-)의 영향을 미친 것으로 추정됐으며, 소음 및 진동 배출시설 수는 GRDP 대비 민간 보건비지출 비율과 함께 정부 보건복지 및 환경 지출 비율에 대해서도 통계적으로 유의한 음의 영향을 미친 것으로 관측됐다. 또한 모든 실증분석 모형에서 GRDP 대비 민간 및 정부의 보건비 지출 비율에 대해 소득수준은 통계적으로 매우 유의한 음의 영향, 그리고 인구밀도와 노년층 인구비율은 양의 영향을 미친 것으로 나타났다. 이상의 결과는 우리나라 지역에서 GRDP 성장이 보건비 지출 증가보다 빠르게 진행됐음을 의미한다. 또한 실증분석 결과는 GRDP 대비 정부의 보건비 지출 비율이 환경적 요인보다 소득 수준이나 인구학적 요인에 의한 정치적 과정을 통해 결정됐을 가능성을 시사한다.;In this paper, we examine the impact of environmental pollution on health care expenditure in Korea using unbalanced panel data on 16 regional governments over the period 1999-2008. To denote the degree of environmental pollution, we used 4 sectors of air pollution, the number of noise and vibration generating facilities, and 3 sectors of water pollution. In addition, total health care expenditure is divided into 2 categories, such as private and public expenditures as a percentage of GRDP. It is found that the estimated coefficients of environmental pollution have statistically significant and negative impacts on the ratio of private health care expenditure to GRDP without model specifications. The number of noise and vibration generating facilities has a statistically significant and negative impact on both private and public health care expenditures. Hence, we can infer that the growth of GRDP was faster than the increment of health care expenditure in the Korean economy. Furthermore, the results suggest the possibility that public health care expenditure can be determined by the political process that can be affected by income level and demographic factors rather than environmental factors.
