OECD 복지국가 지속가능성의 다차원적 평가와 지속가능 유형별 복지정책의 특성

Towards a Sustainable Welfare State: An Evaluation and Typology of OECD Countries Through the Fuzzy-set Ideal Types Analysis

초록

본 논문은 복지국가의 지속가능성을 다차원적 측면에서 평가하고, 지속가능 유형들과 결합되는 복지정책 및 젠더정책의 특성을 파악하는 데 그 목적이 있다. 이를 위해 복지국가 지속가능성을 국가-재정 부문의 재정적 지속가능성 뿐만 아니라 시장-생산 부문의 경제적 지속가능성과 가정-복지 부문의 사회적 지속가능성을 포함하는 다차원적 개념으로 새롭게 정의하였으며, 이 개념에 입각하여 OECD 복지국가들의 지속가능성을 평가하였다. 그리고 복지국가 지속가능성을 구성하는 세가지 차원을 기준으로 퍼지셋 이상형 분석(Fuzzy-set ideal types analysis)을 함으로써 OECD 국가들이 각 유형에 속한 정도를 분석하였으며, 지속가능성 유형별 복지정책 및 젠더정책의 특성을 분석하였다. 이를 통해 향후 한국이 추구해 나가야 하는 지속가능한 복지국가 전략을 탐색하는 데 기여코자 하였다. 분석 결과, 스위스의 지속가능성이 가장 높고, 그 다음은 북유럽국가들이었다. 한국은 17위로 나타났다. 퍼지셋 이상형 분석에 따른 유형화 결과, 세 차원이 모두 높은 국가군에는 스위스 , 북유럽국가군 등, 세 차원이 모두 낮은 국가군에는 남유럽국가군 등이 속하였다. 다차원적 측면의 복지국가 지속가능성은 ‘사회투자 젠더평등 복지국가’와 정합적으로 결합되는 것으로 나타났다.;This study attempts to search the "sustainable welfare system" as a new social organization principle required in the super-aged post-industrial society that is presenting an era of "limited resources-increased social demands" created by aging, low-growth, and family changes. To achieve this purpose, this study first attempted to define the term "sustainable welfare state" from the perspective of three-dimensions of sustainability that are composed economic sustainablity based on economic growth, financial sustainability based on soundness of national finance, and social sustainability based on social reproduction and quality of life. And then, the index for measuring sustainability was developed and it was used to evaluate the sustainability of the OECD countries. As the result of measuring, Switzerland ranked first in the sustainable welfare state index. Next came Norway, Sweden, Denmark, and Korea was placed 17th. Considering three-dimension of sustainablity, OECD countries were classified into 8 ideal types of sustainability through applying fuzzy-set ideal types analysis. It was analysed the characteristics of social welfare policy and gender policy by ideal types of sustainability. Lastly, it is examined the welfare strategy that the Korean society must hold on to pursue a sustainable welfare country in such situations.
