Abstract

Older renter households paying monthly rent constitute the largest proportion of elderly tenant households, yet they have received relatively limited attention within the existing paradigm of elderly housing welfare. However, with the rapid progression of population aging and ongoing socio-economic transformations, the size of this group is expected to increase substantially. This trend highlights the need for empirical investigation into their housing insecurity and its determinants. This study aims to examine the relationship between residence in the Seoul metropolitan area and housing insecurity among elderly monthly renter households, and to assess whether participation in demand-side housing welfare programs moderates this relationship. Using data from the 2022 Korea Housing Survey, the analysis focuses on a sample of 2,185 elderly households headed by individuals aged 65 and over who reside in monthly rental housing. The results indicate that, first, residence in the metropolitan area is significantly associated with higher levels of housing insecurity among elderly monthly renter households. Second, participation in demand-side housing welfare programs does not exhibit a statistically significant direct effect on housing insecurity. Third, the interaction between metropolitan residence and program participation shows a statistically significant negative relationship with housing insecurity, suggesting a moderating effect. These findings suggest that policy responses aimed at alleviating housing insecurity among elderly monthly renter households should be expanded through a place-sensitive approach that accounts for the contextual characteristics of residential areas and emphasizes the role of demand-side housing welfare programs.

노인 임차가구 중 가장 큰 비중을 차지하는 노인 월세가구는 기존의 노인 주거복지 패러다임에서 상대적으로 주목받지 못한 영역이다. 그러나 고령화의 심화와 사회경제적 환경 변화에 따라 노인 월세가구의 규모는 더 확대될 것으로 전망되는 바, 본 연구는 노인 월세가구의 수도권 거주와 임차불안감의 관계를 확인하고, 수요 측면의 주거복지 프로그램 이용이 이 관계를 조절하는지 검증하는 데 목적이 있다. 본 연구는 「2022년 주거실태조사」 데이터를 활용하여 전체 응답자 중 노인 월세가구 거주자 2,185명을 분석에 활용하였다. 분석 결과 수도권 거주는 노인 월세가구의 임차불안감을 통계적으로 유의하게 높이는 것으로 나타났다. 둘째, 수요 측면 주거복지 프로그램 이용 여부는 임차불안감과 통계적으로 유의한 관계를 보이지 않았다. 셋째, 수도권 거주와 수요 측면 주거복지 프로그램 이용의 상호작용항은 임차불안감과 통계적으로 유의한 부적 관계를 보였다. 본 연구는 노인 월세가구의 임차불안감을 완화하기 위해 거주 지역의 맥락을 고려한 정책적 대응이 필요하며, 특히 수도권 지역의 높은 주거비 부담을 완화할 수 있는 수요 측면 주거복지 프로그램의 역할을 재검토할 필요가 있음을 시사한다.
