Abstract This study is an exploratory analysis of the general public’s perception of the multiple-child policy, using comments on news articles related to the policy. From December 15, 2020 to July 31, 2023, a period that coincided with the 4th Basic Plan for a Low-Birth and Aging Society, which expanded the multi-child support as well as extended the eligibility from families with three or more children to families with two or more children, we collected a total of 10,097 comments from 2,882 articles using keywords such as “multi-child policy”, “multi-child support” and “multi-child standards” TF-IDF analysis, N-gram analysis, and topic modeling analysis were performed using this data. The analysis revealed that while the general public supports the multi-child policy as a crucial measure to address population decline and low birth rates(Topic 1), other topics that emerged include improving perceptions of benefits and support(Topic 2), enhancing job stability and career security(Topic 3), ensuring housing stability(Topic 4), promoting flexible gender roles and resolving gender conflicts(Topic 5), and supporting care and education(Topic 6). Based on these findings, we discussed policy implications.
초 록 본 연구는 다자녀정책 관련 뉴스 기사에 달린 댓글을 자료로 다자녀정책에 대한 일반 대중의 인식을 탐색적 차원에서 분석한 연구이다. 다자녀기준을 완화하고 다자녀 지원을 강화하는 등 다자녀정책의 분기점을 맞이한 제4차 저출산고령사회기본계획 발표 시점인 2020년 12월 15일부터 2023년 7월 31일까지 ‘다자녀+정책’, ‘다자녀+지원’, ‘다자녀+기준’을 키워드로 총 2,882개의 기사에서 10,097개의 댓글을 수집하였다. 이를 자료로 TF-IDF 분석, N-gram 분석, 토픽모델링 분석을 실시하였다. 분석 결과, 일반 대중들은 다자녀정책을 인구 및 저출산 문제를 해결할 수 있는 중요한 정책이라는 것에 동의하는 것으로 나타났으나(토픽 1) 정부의 재정운영과 정책효과성에 대한 우려를 보이는 등 정책 신뢰도는 다소 낮은 것으로 나타났다. 또한, 혜택 및 지원에 대한 체감도 향상(토픽 2), 직장안정과 경력보장 등의 안정적 고용환경 조성(토픽 3), 주거 안정(토픽 4), 유연한 성역할과 젠더갈등 해소(토픽 5), 돌봄 및 교육 지원(토픽 6) 등이 주요 토픽으로 도출되었다. 이상의 연구 결과를 바탕으로 정책적 시사점을 논의하였다.
기후변화는 우리 삶의 모든 영역에 영향을 미친다. 그리고 장애인은 기후변화의 영향에 더 취약하다. 장애인은 기후변화의 영향에 직간접적으로 노출되어 있고 누구보다 더 큰 영향을 받지만 이에 대한 연구는 미진하다. 현재까지의 연구는 자연재해와 같이 위급한 상황과 관련된 연구가 대부분이며 기후변화가 바꾸어놓을 일상생활에서 받게 될 영향에 대한 연구는 거의 없다. 이에 본 연구는 기후변화가 장애인의 일상생활에 미치는 연구에 대한 scoping review를 실시했다. Web of Science, PubMed, Scopus에서 기후변화로 인해 장애인이 일상에서 받는 영향에 대한 연구를 검색했고, 최종적으로 17개의 연구를 선정하여 이에 대한 리뷰를 실시하였다. Scoping review 결과 기후변화는 장애인의 육체적 건강과 정신적 건강에 영향을 미치며 일상생활에서의 이동에도 영향을 미치는 것으로 나타났다. 기후변화로 인해 더 빈번해질 것으로 예상되는 이주의 경우에도 장애인은 더 큰 영향을 받게 될 것이며, 많은 수의 장애인이 사회적 소외계층이라는 특성이 더해져, 기후변화가 진행됨으로 인해 더 열악한 상황에 처하게 될 것이라는 것을 알 수 있다.
Climate change affects every aspect of our lives, and people with disabilities are especially vulnerable. Despite people with disabilities being more directly and indirectly exposed to and affected by the impact of climate change than the rest, research on their unique challenges remains lacking. To date, most research has focused on the occurrence of emergencies such as natural disasters, and there is little research on the effects of climate change on daily life. This study addresses this gap by conducting a scoping review of research on how climate change affects the daily lives of people with disabilities. Relevant studies were identified from Web of Science, PubMed, and Scopus, with a final selection of 17 articles for review. The results of the scoping review showed that climate change affects the physical and mental health of people with disabilities and also affects their mobility in daily life. In addition, climate change is expected to increase the frequency of migrations. Consequently, people with disabilities, many of whom are already socially marginalized, are likely to be disproportionately affected and face further disadvantages as climate change progresses.
