금연 프로그램의 성공적인 실행을 위해서는 가능한 많은 흡연자들을 접촉하여 이들을 프로그램에 참여시키는 것이 우선 과제가 된다. 보건복지부와 한국보건사회연구원에서는 2002년 1월부터 인터넷을 통하여 신뢰할 수 있는 금연 정보를 제공하고, 흡연억제와 금연유도를 위한 온라인상의 새로운 프로그램을 개발하여 양질의 관련정보와 기존 관련사이트를 쉽게 접근할 수 있는 포괄적이며 실천지향적인 금연포탈사이트 ‘금연길라잡이 (http://nosmokeguide.hp.go.kr)’를 개발하여 서비스하고 있다. 구축된 금연포탈사이트의 주요한 서비스로 인터넷 금연프로그램(도전담배탈출, 금연마라톤)을 무료로 제공하고 있다. 본 연구는 기 개발되어 운영되고 있는 일반인용 도전담배탈출과 청소년용 금연마라톤 두 프로그램의 효과를 각각 분석함으로써, 정보화 시대에 부응하기 위한 새로운 금연방법의 추가 개발 및 확대 보급을 위한 시사점 및 기초자료를 제공하고자 한다. 본 연구의 연구대상은 2006년 7월 31일 현재 도전담배탈출에 참여하고 있는 78,681명과 금연마라톤에 참여하고 있는 1,230명이었다. 분석결과 도전담배탈출의 30일 성공률은 13.8%(10,889명), 60일은 10.8%(8,492명), 100일은 8.8%(6,937명), 6개월은 5.6%(4,445명), 1년은 3.6%(2,842명)으로 나타났다. 또한 금연마라톤의 30일 금연성공률은 9.0%(111명), 60일은 7.8%(96명), 100일은 6.2%(76명), 6개월은 5.0%(62명), 1년은 2.8%(34명)으로 분석되었다.;The potential contribution of the internet smoking cessation seems huge, given that a majority of Koreans now use internet. The Korean Ministry of Health and Welfare developed and has been offering an internet-based smoking cessation program from the January, 2002. Despite the anticipated effectiveness of internet programs, there is little empirical evidence regarding the efficacy of programs. Therefore, this study intended to evaluate the effectiveness of an internet smoking cessation program and to provide the basic database for the development of effective smoking cessation strategies for the health promotion for the whole nation. The data were analysed for quit-smoking rate, smoking relate characteristics and so on. The main results of this study were as follows: 1. For the “dogeon-dambaetalchul” program participants, general characteristics(gender and age) have an effect on quit-smokng. In contrast, for the “geumyeon-malaton” program participants, gender didn’t have an effect on quit-smoking. 2. For the “dogeon-dambaetalchul” program participants, smoking related characteristics(average smoking amount) have an effect on quit-smokng. 3. The cessation rate was 13.8%(for the 30 days) for the “dogeondambaetalcul” program participants and 9.0% for the “geumyeonmalaton” program participants.

본 연구는 보건교육용 비디오자료의 현황을 분석하고 활용도 조사를 통하여 비디오 자료의 개발방향을 제시하는 데 목적을 두었다. 1998년도에 실시한 비디오 자료현황 조사결과 정부산하단체 및 비영리단체에서 5년이내 개발한 자료는 모자보건(32.9%)이 가장 많았고, 음주 및 약물교육(12.7%), 산업보건(12.7%) 등으로 많았다. 보건교육용 비디오자료의 주제가 다양하지 못하며 특히, 건강증진에 필수적인 흡연, 음주관련 비디오가 상대적으로 매우 적었다. 비디오 자료의 대상으로는 청소년이 가장 많았으며, 분량은 20분 정도가 가장 많았는데, 이는 학생들이 교실에서 비디오를 시청한 후 교사의 지도하에 학습이 진행될 수 있도록 하기 위한 것이었다. 보건교육담당자(378명) 전화조사에 의하면, 비디오자료개발의 요구도가 높으며 보건교육용 비디오자료를 개발할 때 교육대상자들을 연령단계별로 구분하여 시대적 흐름에 맞는 적절성과 적합성을 갖춘 내용 및 표현으로 제작되어야 한다는 의견이 많았다. 따라서 해당 보건문제 및 건강주제별로 보건교육용 자료개발의 중장기 계획을 체계적으로 세우도록 해야 하고 정부는 이러한 체계적인 계획수립을 지도하기 위한 국민보건교육 및 홍보계획을 가지고 지속적으로 자료를 개발?보급하여야 한다. 정부의 보건교육자료 개발사업의 확충은 민간차원의 보건교육을 활성화하여 장기적으로 지역사회 건강증진에 기여할 것으로 기대된다.;Video is one of the easy-to use materials for health educators in Korea, because health educators usually teach groups of people rather than individuals. One of the merits of using video in educational settings is that it can show real situations and model cases. So videos are useful for teaching skills related to healthy lifestyles. The purpose of this study is to review availability of educational video materials for public health education. Researchers administered a survey of governmental and non-governmental organizations which produce health education materials. A telephone survey of 378 health educators working in schools, public health centers, and industries was administered to examine utilization of video materials. Results of survey have shown that there have been few educational materials for public health education. The governmental organizations and non-governmental organizations have produced video materials mostly in the area of maternal and child health education (32.9%), alcohol and drug education (12.7%), and industrial health (12.7%). The target population of the educational material was middle and high school students (44.9%), adults (37.2%), and elementary school children (14.1%). Results of the telephone survey showed that educational materials did not meet the need of the educators. Health educators thought that they could not find good health promotion information in health education materials. This is partly because these materials deliver outdated information. The government should pay more attention to systematic public health education and support development of educational materials for health promotion and education. This is because public health education should be based on the national scheme of life-long health care and health promotion. The effort to provide adequate materials will be the foundation for the National Health Promotion Programs.

본 연구의 목적은 보건소의 보건교육사업을 조사분석하여 보건교육사업의 종류별 특성을 고찰하는 데 있다. 주요 연구문제로는 첫째, 보건교육사업의 주제, 교육대상, 예산 등의 제한점에 대한 것이고, 둘째 보건교육사업에 활용된 보건교육자료의 현황에 대한 것이다. 연구방법은 보건교육사업현황 설문조사 보건교육담당자의 보건교육사업 및 교육훈련요 구도 조사를 기초로 한 데이터 분석을 시도하였다. 조사대상은 전국의 시군구 보건소 보건교육담당자였다. 설문에 응답한 보건소(181개소) 중에서 2001년도에 수행된 보건교육사업의 건수는 한 보건소 당 평균 8.6 개로 1개 사업을 수행한 보건소도 있었고 많게는 34가지의 보건교육사업을 수행한 보건소도 있었다. 건강증진 또는 보건교육사업의 주제는 금연사업이 22.71%, 고혈압당뇨사업 등 만성퇴행성 질환예방관리사업이 22.59%, 비만관리를 포함한 영양사업이 12.52%, 성교육 5.55%, 모자보건 사업 5.94% 등을 나타내었다. 기타 사업주제로는 전염성 질병예방, 장애예방, 일반건강교실 등이 있었다. 사업의 대상은 일반성인 51.9%, 청소년 21.50%, 모성 9.00%, 영유아 8.60% 등임. 기타 대상은 장애인, 환자, 교육담당자, 전문가 등으로 나타났다. 보건소에서 개발한 교육자료는 팜 플렛 및 리플렛 종류가 반 이상을 나타내었으며 비디오자료는 자체 개발보다는 구입한 경우가 대부분이었음. 보건소에서 실시하는 사업의 형태가 행사 및 1회성 강연이 많았다는 점을 비추어 볼 때 홍보사업이 중심이 되고 있음을 알 수 있었다. 보건교육 사업 중 호응도가 높았던 사업은 금연사업 및 고혈압당뇨관리사업이 각각 21%로 나타났다. 보건교육담당자들은 보건교육사업의 문제점으로 인력부족, 시설 및 장비부족, 전문적 훈련부족 등을 지적하였다. 지역단위에서 보건교육이 다양한 계층을 상대로 하므로 이들의 특성과 보건문제에 맞는 다양한 교육자료들이 활용될 수 있어야 한다. 최근 보건교육사업의 주제들이 건강생활이 강화된 경향이 있는데 효과적 추진을 위해서는 정부에서 인력과 훈련프로그램을 뒷받침하여야 할 것이며, 체계적인 보건교육지침이 개발되어야 하고, 주기적인 프로그램평가가 뒷받침되어야 할 것이다.;The purpose of this study was to investigate and analyse health education programs in public health centers. Major research issues were the themes of health education programs, target population, budget, an the use of health education materials. Research methods included survey of health education programs and preparation of workforce in public heath centers. Officers in the public health centers who are in charge of health education were asked to respond to the survey. Among 244 public health centers, 181 public health centers responded to the survey questionnaire. An average of 8.6 kinds of health education program were implemented for each public health center in 2001. The number o the types of health education programs varied widely across public health centers (from 1 to 34). The themes of health promotion and education were anti-smoking (22.71%), hypertension and diabetes control (22.59%), nutrition and weight management (12.52%), sex education (5.55%), and maternal and child health (5.94%). Other relevant topic included prevention of infectious diseases, prevention of disability, and general health class. Target population included adults (51.9%) adolescents (21.50%), mothers (9.00%), infants and young children (8.60%). Other target population were disabled people, patients, health workers, and other health professionals. More than half of the health education materials produced by the public health centers new pamphlets and leaflets. They tend to buy videotapes developed by other institutes. Most prominent type of health education was one-time health lecture, and this showed that health education programs in public health centers were focused on publicity Anti-smoking and hypertension & diabetes control were popular topics which rated 21% respectively. Staff members who are in charge of health education pointed out that major barriers to health education are shortage of manpower, facility ra equipments and professional training. Local health education program should be made more diversified so as to meet the needs of various target groups. Realizing the current vision of healthy lifestyle would require governmental efforts to train and increase manpower, develop systematic education guidance, and conduct periodic program assessment.
