The Canada's publicly funded health care system has been acknowledged domestically and internationally as a successful public policy which reflects Canadians' values perfectly. But it has also required the necessary reforms because of various changes in modern Canadian society. Canadians' public judgments for the reforms was confirmed by a series of the "Choice-Work Dialogues" in the spring of 2002. The purpose of the Dialogues was to overcome the limitations of gathering public opinions and the decision-making of public policies that is dominated only by elites. The traditional public opinion polls fail to distinguish between people's top-of-the-mind, offhand views na their thoughtful, considered judgments, and the elites are not satisfactory as representatives of the average citizens. The Canadians, who had participated in the Dialogues, had experienced hard work-through and made painful trade-off choices to improve their health care system. Compared to the general public opinions and the policy-making elites' decisions, the public judgments made by the collective Dialogues of the average Canadians are very valid and relevant alternatives. The Dialogues were also good chances for Canadians to enhance their community. The health care in modern society is a complicated issue and health policies need sufficient reflection of people's thoughts. It is certain that the Choice-Work Dialogues in Canada is a good model case of how to approach alternatives for the reform of public policies.

Abstract

This study explored the applicability of a proactive social risk sensing system by extracting future signals related to drug-impaired driving from Naver news articles and user comments through text mining and KEM/KIM(Keyword Emergence Map / Keyword Issue Map) analysis. It further examined the extent to which these signals corresponded with subsequent policy changes from an ex-post perspective. The analysis revealed that discourses surrounding drug-impaired driving were primarily structured around social risk perception, public health and patient safety, and criminal justice responses. While news articles focused on the contextual factors behind drug-impaired driving, online comments reflected public sentiment—such as concerns about driving after medication and questions about the thresholds for imposing penalties—thereby functioning as complementary indicators of public opinion. Furthermore, the future signals derived from these discourses demonstrated a clear correspondence with retrospective legislative changes. This implies that future-signal analysis—grounded in the competing interpretations inherent in weak signals while guarding against simplistic causal interpretations—can serve as an exploratory tool when combined with expert judgment to detect emerging issues early before they evolve into formal policy agendas. Based on these findings, this study highlights the necessity of shifting from predominantly punitive and reactive measures toward preventive policy frameworks that prioritize public health and patient safety, alongside strengthened regulation of illicit narcotic prescriptions, distribution control, and medical ethics. Ultimately, it presents the potential of future-signal-based social risk perception techniques as exploratory tools for establishing data-driven public health policies.
