본 논문은 기금규모가 2013년말 기준으로 427조원이 되고, 2043년 경이 되면 2,561 조원으로 늘어날 것으로 전망되고 있는 국민연금 기금운용 시스템의 문제점을 분석하고 개선방안을 고찰하고 있다. 단일 기금 규모로 세계적으로 상위권에 있는 국민연금은 우리나라의 경제 규모와 금융시장 규모에 비하여 거대하여 시장에서 가격 순응자의 입장을 넘어서 가격 결정자로서의 영향력이 확대되고 있기 때문에 단순한 수익성과 안정성의 관점에서의 투자는 국민경제에 부정적인 영향을 미칠 수 있다. 따라서 국민연금기금은 국민경제적 관점에서 시장 중립적, 시장 역기능 보완, 시장 발전적으로 투자하는 원칙을 확립하고 이를 위한 구체적인 투자방안을 제안하고 있다. 또한 국민연금기금을 다수의 펀드로 나누어 분산 운용하되 이를 총괄 관리하는 국민기금운영위원회를 금융전문가 중심으로 구성하여 상설기구화 하고, 윤용의 중심체인 기금운용본부의 독립성을 강화하여 전문운용회사를 설립하되, 리스크 관리 등을 위한 감독체계를 강화하여 견제와 균형이 이루질 수 있도록 하여야 함을 제언하고 있다. 한편, 국민연금기금에 의한 기업지배의 위험을 통제하기 위하여 주주로서의 의결권 행사의 제한이 필요하다.;The South Korea"s National Pension fund, which was set up in 1988 to manage pensions for private-sector workers and the self-employed, will probably grow to $2.2 trillion within 30 years.
