보건복지 전자정부서비스 만족도 및 품질수준 분석

A Study on Satisfaction and Quality of e-Government Services in Health and Social Welfare Sector

초록

본 연구는 인터넷 웹사이트를 통하여 제공되고 있는 보건복지 전자정부서비스의 정보전달서비스, 민원 행정서비스, 여론수렴서비스 등의 영역에 대하여 이용실태, 인지된 만족도 및 품질의 수준, 수요 등을 분석하였다. 2002년 11월에 보건복지 전자정부서비스를 제공하는 22개 기관의 웹사이트 이용자들을 대상으로 조사·분석하였으며 그 결과는 다음과 같다. 정보전달서비스, 민원·행정서비스, 여론수렴서비스 등의 영역에 대한 보건복지 전자정부서비스 인지된 만족도 및 품질의 수준은 65점에서 80점 수준이며 대부분 70점 수준에 머무르고 있다. 즉 웹사이트를 통한 보건복지 전자정부서비스에 대한 이용자의 이용수준, 인지된 만족도 및 품질수준은 보통수준 이하로 나타났다. 또한 기관의 특성별 만족도 및 품질의 수준에도 차이가 있는 것으로 나타났으며, 수요의 내용 및 종류를 보면 보다 세부적이고 많은 양의 서비스를 요구하고 있다. 보건복지 분야 전자정부서비스는 요구에 적합한 내용을 충분히 제공하고 있지 않을 뿐만 아니라 제공하는 서비스의 내용 및 과정의 품질이 저조한 것으로 나타났다. 그러므로 각 서비스 영역별 이용, 만족도, 품질 등의 수준과 수요내용을 비교·분석하여 제공서비스의 범위, 내용의 깊이, 품질 및 만족도를 제고하기 위한 체계적인 노력이 추진되어야 할 것이다. 이상의 분석 및 결론은 일반적으로 경험적인 연구에서 나타날 수 있는 방법상의 오류, 전자정부서비스의 품질수준을 나타내는 다른 요인들의 존재 가능성 등의 제한점이 있으며 이러한 제한점을 극복하는 추가적인 연구가 지속적으로 수행되어야 할 것이다.;The purpose of this study is to analyze the usage, satisfaction quality of electronic government services of health and social welfare sector in Korea. I analyzed the e-government services as the three functional categories of information services, public services, ani public opinion polling. I collected the data through an online survey in November 200 involving users of the 22 websites of public health and social welfare organizations. The major findings are as follows. First, usage, overall satisfaction with the quality of the e-government services in health and social welfare sector is not high enough. Second, the level and range of demand for e-government services is high and detailed. Third, there are differences in usage, satisfaction and quality by institutional group. Finally, it is suspected that a lack of attention to user’s demand is responsible for the low quality in this service area. Based on the above mentioned results, I suggest that the government and each institution in health and social welfare sector should renovate e-government services to enhance satisfaction and quality levels. Therefore, citizens would be more active and productive in playing their social roles. However, the study may have a method bias that is commonly found in empirical research. Other biases may be detected in some of the important variables concerning the quality of e-government services.
