Factors Affecting the Application of Price Elasticity for Users of Psychological Support Services for Children and Adolescents

Abstract

This study aims to empirically examine the factors influencing the application of the price elasticity system to the child and adolescent psychological support service introduced as a pilot program in 2024. Using survey data collected from 300 users of the service across 11 metropolitan cities and provinces, a logistic regression analysis was conducted to assess the effects of need-related factors, choice-related factors, quality-preference factors, and institutional factors on the application of the price elasticity system. The results show that the odds of adopting the price elasticity system increase significantly when the child is younger, the duration of service use is shorter, and the user’s income level is higher. In contrast, quality-preference factors and institutional factors do not have a statistically significant effect on the application of the price elasticity system. Based on these findings, this study discusses the need to create an environment that promotes user choice through competition in service quality, institutional improvements to mitigate user stratification, and the potential for expanding the application of the system to other services.

초록

이 연구는 2024년 시범사업으로 도입된 아동·청소년 심리지원 서비스 이용자의 가격탄력제 적용에 영향을 미치는 요인을 실증적으로 분석하는 것을 목적으로 한다. 이를 위해 가격탄력제를 도입한 11개 시·도의 아동·청소년 심리지원 서비스 이용자 300명의 실태조사 자료를 활용하여, 욕구 요인, 선택 가능 요인, 품질 선호 요인, 제도 요인이 가격탄력제 적용에 미치는 영향을 로지스틱 회귀분석을 통해 검증하였다. 분석 결과, 아동의 연령이 낮을수록, 서비스 이용기간이 짧을수록, 이용자 등급이 높을수록 가격탄력제 적용의 승산비가 유의하게 증가하는 것으로 나타났다. 반면, 품질 선호 요인과 제도 요인은 가격탄력제 적용에 통계적으로 유의미한 영향을 미치지 않았다. 이러한 분석 결과를 토대로 서비스 품질 경쟁에 따른 이용자 선택을 활성화할 수 있는 환경 조성 필요성, 이용자 계층화 현상을 완화하기 위한 제도적 개선 방안, 그리고 타 서비스로의 확대 적용 가능성을 논의하였다.
