초록

1990년대 중반 이후 서구 각국은 시민사회의 비영리민간단체들과 협력하여 실업·빈곤문제를 해결하고, 지역사회의 삶의 질을 향상시키는 적극적 탈빈곤 정책의 일환으로 사회적 일자리를 창출하여 왔다. 나라마다 사회적 일자리의 형태와 운영방법은 다르지만, 실업·빈곤문제를 노동시장 편입정책을 통해서만이 아니라, 사회적 유용성을 가진 새로운 분야에서 일자리를 창출함으로써 풀어가려는 공통된 경향이 나타나고 있는 것이다. 그리고 이 경향은 최근 유럽연합차원에서 추진되고 있는 탈빈곤·반소외를 위한 국가실천계획(National Action Plan)을 통해 더욱 구체화되고 있다. 실제로 이 사회적 일자리들은 복지사업, 환경사업, 문화사업 분야에서 창출되고 있으며, 수익성보다는 사회적 유용성 혹은 공공성을 지향하고 있다. 그리고 이 일자리를 통해 실직빈곤계층의 탈빈곤에 실질적인 기여를 하기 위해 몇 가지 추가적인 지원체계를 갖추고 있다. 그것은 첫째, 사회적 기업 및 자활지원기업의 위상을 정하는 법적 근거를 확립하였던 것이고, 둘째는 사회적 기업의 창업에 필요한 사회연대금고를 구축하였다는 것이다. 물론 한국사회가 이 실험에서 바로 교훈을 도출하기란 어려울 것이다. 그러나 이 실험의 몇몇 결과는 한국 탈빈곤 정책의 일환으로 자활사업을 추진하는 과정에서 사회적 일자리에 어떻게 접근해야 하는지에 대해 큰 시사점을 주고 있다. 따라서 이 글은 서구의 실험이 한국사회의 탈빈곤 정책에 어떠한 시사점을 주며, 그것이 갖는 잠재력과 역효과는 무엇인지에 대해 심층적으로 살펴볼 것이다.;Since the mid-1990's, developed countries in the West, in cooperation with non-profit NGOs, have been creating social jobs in the third sector as part of their strenuous efforts to resolve the problems of unemployment and poverty and to increase the quality of life in communities across the region. Varied though types and functions of their social jobs may be, these countries share the common trend of tackling the problems of poverty and unemployment not only by drawing upon the workings of labor markets, but also by making progressive efforts to create employment in new sectors with high potential social utility. This trend is further embodied in the National Action Plan against Poverty and Social Exclusion launched recently in European Union. Social jobs in the Western countries are being created in many areas including environmental protection, cultural service, and welfare service, all pursuing social utility and public interest rather than profitability. These endeavors are underpinned by several support systems conducive to creating a climate for creating social employment (Emplois Sociaux), thereby helping the unemployed poor escape from poverty. Two among these stand out. First, these countries have solidified the legal groundwork to establish and bolster the status of social enterprises. Second, they have established the wherewithal?Ethic Bank, for instance?necessary to create social enterprises. It may of course be difficult for us to immediately identify and draw lessons for Korea from this Western experiment. Some of the results do, however, have significant implications for us as Korea continuously pushes ahead with its self-support projects geared toward creating social employment. Thus, this study aims to extract implications for Korea's national anti-poverty policy from the Western experiment and examine potentials and adverse effects thereof.

Abstract

The purpose of this study was to analyze the effects of job loss on self-rated health and health behavior. Unemployment due to plant closure was defined as involuntary job loss, and the effect of exogenous job loss on self-rated health and health behavior was analyzed using a fixed effect model to control unobservable individual characteristics, and additional analysis was conducted by length of service and gender. The results of this study showed that job loss had a negative effect on self-rated health. In particular, the negative impact of unemployment was relatively stronger for men and long-term workers, confirming that the effect was heterogeneous depending on the attachment to the labor market. On the other hand, re-employment was found to had played a role in alleviating the deterioration of health due to job loss. This study also found that job loss did not significantly affect the probability of smoking, but played a role in significantly lowering the probability of drinking.

본 연구는 실업이 주관적 건강 및 건강행동에 미친 영향을 추정하는 것을 목적으로 한다. 개인의 선택과는 무관하게 발생한 사업장 폐쇄, 혹은 공장 폐쇄로 인한 실업을 외생적으로 발생한 비자발적 실업이라 정의하고, 관측 불가능한 개인의 특성을 통제하기 위해 고정효과 모형을 사용하여 외생적으로 주어진 실업이 주관적 건강과 음주, 흡연 등의 건강행동에 미친 순수한 인과적 영향을 확인하였다. 본 연구의 결과는 대체로 실업이 주관적 건강에 부정적인 영향을 미쳤음을 보여준다. 특히 남성들과 장기근속 근로자들에게서 실업의 부정적인 영향이 상대적으로 더 강하게 나타나 노동시장에의 결속 정도에 따라 그 효과가 이질적임을 확인해 준다. 반면 재취업은 실직으로 인한 건강의 악화를 완화하는 역할을 한 것으로 나타났다. 실업이 흡연 및 음주 등 건강행동에 미친 영향을 분석한 결과는 실업 스트레스로 인해 건강에 부정적인 영향을 미치는 행동을 더 많이 하는 경향이 있음을 밝힌 해외의 사례와는 달리 우리나라의 경우 실업은 미취업자들의 음주 확률을 유의하게 낮추는 것으로 드러났다. 본 연구의 결과는 실직자들의 재취업과 경제적 지원에 초점이 맞추어진 현재의 정책 방향에 대한 개선이 필요함을 시사한다.

본 연구는 청년실업 문제와 산업인력의 대규모 조기은퇴와 관련하여, 현재 시행되고 있는 청년인턴제도에 산업인력 조기은퇴자들을 활용함으로써 어떠한 효과가 나타나는지 고찰하고 그 크기는 어떠한지를 추정하였다. 분석결과로, 첫째 청년실업 층의 실업비용 절감효과와 관련해선, 20대 초·중반 실업상태로 인해 1인당 평생 약 7.3억 원에서 8억원 정도의 장기 소득손실이 있다고 추론되었다. 이러한 장기 소득손실을 실업 비용으로 간주할 때, 현재 청년실업자 37.2만 명 중 10% 정도가 청년인턴제도를 통해 취업에 성공할 경우 약 28조원의 실업비용 절감효과가 발생한다고 추계되었다. 둘째, 산업인력의 은퇴시기연기에 따른 연금재정 확충효과를 살펴본 결과, 산업인력 은퇴시기의 연기에 따른 추가적인 연금보험료 수입이 연간 1조 2천억 원 정도로 추계되어 이 제도의 도입을 통해 연금재정의 건전성을 제고할 수 있을 것으로 고찰되었다. 본 논문의 분석 결과를 통해, 현행 청년인턴제도에 산업인력 조기은퇴자를 활용하는 방안의 실행은 청년 실업비용 절감효과와, 연금재정 확충효과를 기대할 수 있어 동 방안이 비용효과적일 수 있음을 나타냈다.;Considering the high level of unemployment rate of the young labor forces and a large scale of early retirement being expected with the pattern of population aging of Korean society, this study aims to estimate how much benefits are expected by utilizing the early retiree of the industrial workforce in the current Young Internship Program which has been performed for encouraging the young labor force to get a job. The expected benefits of the newly suggested policy above are estimated as follows: firstly, with respect to the young unemployment cost savings, the long term earning loss due to the unemployment of the young is estimated from 730 to 800 million won per each worker during whole lifetime. So if 10% of the current 372,000 unemployed young labor forces find employment through this policy, the unemployment cost savings were estimated at about 28 trillion won. Secondly, when the early retirees defer their retirement age, additional amount of national pension premium was estimated at 1,200 billion won per year, which might represent that activating this policy will improve the financial soundness of the National Pension. In conclusion, based on the expected benefits of this newly suggested policy, such as the young unemployment cost savings, additional national pension premium revenue, the utilization of the early retiree with the Young Internship Program might be regarded as cost-effective one.

본 연구에서는 1990년대 이후 18년간의 OECD 26개국 패널 데이터를 활용하여 출산율 고양에 효과적인 정책수단이 무엇인지 검증하였다. 이를 위하여 기존 연구들에서 다루어온 사회정책 외에 정부의 교육책임성을 주요 변수로 활용하였으며, 각 프로그램의 전달형태를 사회서비스와 현금으로 구분하였다. 분석기법으로는 제도 수준의 변수들이 모델이 투입될 때 발생할 수 있는 내생성의 문제를 통제하기 위해 전기 종속변수의 값을 도구변수로 활용하는 System-GMM을 활용하였다. 주요결과는 다음과 같다. 첫째, 의무교육기간, 정부의 공교육비지출비중 등 정부의 교육책임성이 클수록 출산율이 높아지는 것으로 나타났다. 둘째, 영유아보육(ECEC)은 출산율 고양에 항상 효과적이었으며, 사회적 속성을 통제한 상태에서는 육아휴직지원 역시 효과성을 보였다. 셋째, 노령지출은 출산율에 부적 영향을 미치는 것으로 드러났다. 이는 확정급여 형태의 연금제도 때문으로 추정된다. 넷째, 가족수당이나 주거지출, 여성경제활동참가율, 실업률은 출산율과 유의미한 영향을 드러내지 않았다. 이러한 분석결과는 출산 전후에 단기적으로 주어지는 현금 형태의 수당이나 지원금보다는 영유아 시기 및 청소년기까지의 장기적인 양육비용을 좌우하게 되는 보육과 교육서비스의 확대가 효과적일 것임을 시사한다.;This study analyzed what policy measures could be effective in raising fertility rates using 18 years of panel data on 26 OECD countries focusing on the government’s responsibility for education and social policies through the System-GMM estimation, which is used to correct bias caused by the problem of endogeneity. To capture the precise policy effect, each social policy program is added to the estimate model at the program level and each programs are interpreted by type of expenditure: cash or service. The results shows the government’s responsibility for education and ECEC program have statistically significant positive effect on fertility rate. The effect of cash benefits on maternity leave was also positive after controlling for social conditions. Old-age programs shows negative effect on fertility for presumed long-term effect of the defined benefit pension system. Finally, cash benefits for child-bearing or family allowance are not significant. In order to boost the low fertility rate, policy makers should consider social service programs including education and ECEC, which compensate child care cost in the long-term perspective rather than cash benefit programs whish compensate relatively short-term care cost.

본 연구는 지속적으로 진행되고 있는 고령화사회 속에서 국민연금재정의 안정을 기하면서 어떻게 충분한 노후소득보장을 받을 수 있을 것인가에 초점을 맞추고 있다. 급변하는 노동시장의 상황 속에서 이른바 낀노인인 중고령근로자들은 한 번 노동시장을 이탈하게 되면 재취업의 기회가 어렵기 때문에 장기실업자로 전락하게 되고, 이로 인한 사회적 비용은 실로 막대하다는 사실은 외환위기를 통해 경험을 한 바 있다. 노령부분근로를 통한 점진적 퇴직은 노·사·정 모두가 이익이 되는 방향으로 이용할 수 있을 것으로 사료된다. 우선 근로자 측면에서 보면 근로기간을 늘리면서 연금가입기간을 확보하여 생애소득을 크게 할 수 있고, 사용자 측면에서는 전문적이고 숙련된 근로자를 보유함으로써 급격한 인적자원의 손실을 막을 수 있을 뿐만 아니라 일시적인 퇴직금지급으로 인한 재정부담을 줄일 수도 있을 것이다. 또한 정부측에서 보면 조기 연금수급자를 예방하고, 연금가입자를 확보함으로써 재정안정에도 도움을 줄 것이다. 또한 노령 빈곤층을 사전에 예방하는 효과도 있다. 현행 연금제도는 가입기간을 최대한 유지할 때만이 충분한 소득대체율을 보장한다. 이를 보장받기 위해서는 노동시장에 오랫동안 머물러야 한다. 그러나 작금의 노동시장상황은 그렇지 못하다. 따라서 국민연금법상의 60% 소득대체율은 단지 상징적인 의미만 갖고 있을 뿐이며, 기타 공적연금과의 형평성 부재는 향후 노령계층간의 연금소득 불평등을 초래하게 될 것이다. 따라서 실업기간, 자녀 양육기간이나 군복무기간 등에 대한 정책적 고려가 선행되어야 한다. 저출산, 평균수명의 연장으로 노령화 속도가 빠르게 진행되고 있는 상황에서 낀노인을 위해 고용과 연계된 소득보장제도의 확립은 필연적이다. 이를 위해 노령부분근로는 젊은 세대와의 일자리 배분, 고령부모의 개호를 위한 대안이 될 수 있다. 또한 노령부분근로를 통한 점진적 퇴직을 활성화함으로써 연금재정의 건전성을 확보함과 동시에, 충분한 노후소득을 보장받을 수 있도록 소득보장제도의 틀을 체계적으로 갖추어 나가야 할 것이다.;This research focuses on both how the stability of national pension finance will be sustained and how the worker will receive the sufficient income guarantee in the aging society. When an older worker suddenly retires without sufficient financial means, he and his family are likely to be under economic difficulties. Moreover, if the older worker has little chance of re-employment, he and the family may fall in long-term unemployment, which will increase the social burden. Between the age of 55~65 the worker can pass gradually to partial work and gets partial income guarantee to complete his income. This could be seen as a ‘Win-Win-Win strategy’ in the national economy. The worker will have more working time in the firm and increase the life-cycle income and be healthier now than before. Partial work is very convenient to the employers from managerial point of view. The employer could maintain an experienced and skilled worker with relatively low cost. Undoubtedly, the government can reduce the social cost and prevent old age poverty. In order to have sufficient pension benefits, the worker must stay in the labor market as long as possible. Labor market conditions, however, are becoming increasingly volatile, and without a 40-year working period, the worker will not be able to expect the statutory income replacement rate of 60%. This will raise the problem of inequity between the National Pension and other public pension schemes. For these reasons, unemployment, child-fostering, and military service etc., should be considered as contribution period. In an aging society we need a work-oriented income security system for workers in their fifties. Part-time work may be an alternative for job-sharing between the young and older generations and even for long-term care for elderly parents. Gradual retirement and postponement of retirement will help solve the financial problem of the pension schemes in the long run and improve post-retirement living standards.
