비정규직 근로자는 경제, 주거, 건강, 사회관계, 노동 등 다양한 측면에서 배제를 경험하게 되는데, 기존의 선행연구들은 다차원적 사회적 배제와 건강과의 관계를 실증적으로 살펴보지는 못하였다. 따라서 본 연구는 비정규직 근로자의 다차원적 사회적 배제가 그들의 건강에 미치는 영향을 주관적 건강과 우울상태에 초점을 두고 살펴보았다. 본 연구는 2006년부터 2016년까지 한국복지패널에 포함된 정규직과 비정규직 근로자 2,585명을 대상으로 비정규직 여부와 다차원적 사회적 배제가 비정규직 근로자의 주관적 건강과 우울상태의 변화에 미치는 영향을 종단적으로 검증하였다. 분석결과 비정규직 근로자의 주관적 건강상태는 시간의 흐름에 따라 큰 변화가 없고, 우울상태는 초기에 비해서 완화되는 형태로 변한다는 것을 알 수 있었다. 다음으로, 정규직에 비해 비정규직 근로자의 초기 주관적 건강과 우울상태나 나쁘나, 그 차이가 시간의 경과에 따라 다소 감소하는 경향을 보였다. 마지막으로 다차원적 사회적 배제가 포함된 분석모형에서는 미충족의료와 직업에 대한 만족도가 비정규직 근로자의 주관적 건강의 초기값에 영향을 미치는 것으로 나타났다. 우울의 경우 경제생활, 주거환경, 가족관계, 직업만족도, 건강보험미납 그리고 미충족의료가 초기값에 영향을 미치는 것으로 나타났다. 하지만 다차원적 사회적 배제 변수들은 주관적 건강과 우울상태의 변화율에는 큰 영향을 미치지는 못하였다. 이상의 내용을 토대로 비정규직 근로자의 건강을 위한 다차원적 사회적 배제의 완화방안에 대하여 논의하였다.;Atypical worker have been excluded in many ways from economy, housing, health, social relations, and labor opportunities. However, few studies have empirically tested the relationship between multidimensional social exclusions and health. In this respect, this study aims to identify the relationship between multidimensional social exclusions and atypical worker’s health, focusing on their self-rated health and depressive symptoms. In particular, this study longitudinally examine the impact of employment status and multidimensional social exclusions on self-rated health and depressive symptoms. The data contains a total of 2,585 typical and atypical workers drawn from the Korean Welfare Pane l(2006 - 2016). Among the findings of the data analysis is that atypical workers’ self-rated health has not changed to a significant extent, while their depressive symptoms have substantially decreased over time. In addition, initial gaps in self-rated health and depressive symptoms between typical and atypical workers tend to slowly decline over time. Finally, results from the model including multidimensional social exclusions presented that unmet health care needs and job satisfaction significantly predicted self-rated health in baseline. For the intercept of depressive symptoms, economic satisfaction, housing, family relations, job satisfaction, unpaid health insurance and unmet health care needs were significant predictors. However, multidimensional social exclusions did not significantly predict the rate of changes in self-rated health and depressive symptoms. Based on these findings, this paper discussed how to reduce the impact of multidimensional exclusions for better health of atypical workers.

본 논문에서는 연금의 성별 격차를 연금의 적용범위와 급여수준의 측면에서 분석하고, 여성의 경제활동과 가족변화에 따른 취약성을 고려하여 연금보장을 위한 연금개혁 방안을 제안하고 있다. 여성의 연금수급권은 개별수급권과 파생수급권으로 구분될 수 있다. 이혼 및 재혼의 증가로 인한 남성 가장 소득자 중심의 가족보장 모형의 한계를 고려할 때, 파생적 수급권은 한계를 지닌다. 또한 노동시장의 유연화 및 고용형태의 다양화(불안정·비정규 근로형태의 증가)로 인한 상시 완전고용에 기반한 보장모형의 한계를 감안할 때, 고용 및 갹출과 연계된 연금권은 매우 제한적일 수밖에 없다. 따라서 본 논문에서는 여성의 연금권 보장을 위한 연금개혁 방향은 1인 1연금에 기반한 개별수급권을 강화하는 방향이어야 함을 주장하고 있다. 즉, 갹출이나 고용이력과 관계없이 시민권에 기반하여 조세를 통한 재원조달에 입각하여 연금수급권을 부여하는 1인 1연금의 기초연금을 도입하는 것이 필요하다고 주장한다.;This paper examines gender differences in coverage of public pension and level of benefit in Korea. And it proposes alternatives of pension reform for women with considering the weakness of women in economic activities and in family change. There are individual right from oneself and derived right from spouse in pension security for women. As considering of the serious change from family support model based on male breadearner to damage of family support model based on increase of divorce and re-marriage, the derived right has limitation in side of pension security for women. And as considering of the serious change from the labour market model based on full employment to flexibility of labour market and diversity of employment pattern based on increase of atypical worker, the pension right related employment and contribution must be very restrictive. Thus this Paper persist that the direction of pension reform should be strengthen individual right based on one basic pension per one person regardless of employment and contribution through tax financing.
