Abstract

This study aims to analyze the effectiveness of a rights-based case management capacity-building program for social workers who provide case management services at senior welfare centers. A nine-session online program was provided to 38 social workers from two senior welfare centers in the Busan region. Using a historical control group design, chi-square and mean-difference tests confirmed that there were no statistically significant differences between the baseline measures for the intervention group and the historical comparison group in terms of socio-demographic characteristics and the extent of rights-based case management implementation. Compared with the baseline assessment, the intervention group demonstrated a statistically significant increase in the mean extent of rights-based case management implementation at the post-intervention assessment (p < .001). The effect size, measured by Cohen’s d, was moderate (d = .66), demonstrating the effectiveness of the rights-based case management capacity-building program for social workers at senior welfare centers. Based on these findings, this study discusses strategies for enabling social workers to implement rights-based case management in the field of senior welfare practice. Finally, the study identifies limitations that could potentially compromise the internal validity of the program's effectiveness and suggests directions for future research.

초록

본 연구는 노인복지관에서 사례관리를 수행하는 사회복지사를 참여자로 노인 권리기반 사례관리 역량강화 프로그램을 제공해서 효과성을 분석하는 것을 목적으로 한다. 부산지역 2개 노인복지관의 사회복지사 38명에게 9회기 온라인 프로그램을 제공했다. 역사적 대조군 연구설계로 실험군의 사전조사와 비교군의 인구사회학적 특성과 권리기반 사례관리 실행 정도가 교차분석과 평균차이검증을 통해서 통계적으로 차이가 없음을 확인하였다. 실험군은 사전조사와 비교해서 사후조사에 권리기반 사례관리 실행 정도 평균이 통계적으로 유의하게 향상되었다(p<.001). 효과크기는 Cohen’s d 값이 중간 수준(.66)으로 노인복지관 사회복지사의 노인 권리기반 사례관리 역량강화 프로그램의 효과성을 보여준다. 연구 결과를 토대로 노인복지실천 현장에서 사회복지사가 노인의 권리에 기반해서 사례관리를 실행하는 방안에 대해 논의하였다. 끝으로 프로그램 효과성의 내적 타당도를 저해할 수 있는 연구 한계점과 향후 연구 방향을 제시하였다.
