This study aims to examine the normative framework for guaranteeing the housing rights of older adults at the end of life, with a focus on Germany’s Specialized Outpatient Palliative Care (Spezialisierte ambulante Palliativversorgung, SAPV) system, and to derive policy implications for the Korean legal framework. While existing studies have approached hospice and palliative care primarily as issues concerning the expansion of medical or long-term care services, this study distinguishes itself by reframing the issue from the perspective of housing rights. The analysis demonstrates that Germany provides eligible insured persons with an enforceable entitlement to specialized outpatient palliative care and operates this system as an institutional mechanism supporting continued residence at the end of life within a social insurance framework comparable to that of Korea. The German SAPV system takes the qualitative notion of a “familiar home environment” as its normative point of departure, institutionalizing the assessment of the home-care environment and the organization of care there through the Koordination (coordination) benefit. It also evaluates the necessity of inpatient hospice care and the availability of home-based alternatives through the assessment algorithm developed by the Medical Service (Medizinischer Dienst Bund, MD Bund). In particular, the assessment guidelines (Begutachtungsanleitung) updated in 2026, which codify procedural mechanisms for determining the limits of home-based care, offer concrete legal-policy implications for Korean society, where significant institutional gaps in end-of-life care remain unaddressed. This study confirms the validity of the German SAPV model as a comparative legal reference framework for addressing the problem of death concentration in medical institutions in Korea, and can inform institutional reform toward a rights-based end-of-life care system.
As the elderly population has been increasing, the welfare policy for elderly has also developed in Korea. But the housing welfare policies for the elderly is relatively insufficient compared with that of medical service. Especially dependents and the poor elderly are in bad condition of residential environment. The residential environment has a wide disparity between social classes. For ameliorating this situation, the role of government should be reinforced with a publicness of housing policy. France’s housing welfare policy for the elderly has well developed for the purpose of realizing social integration and solidarity. Therefore this study examines the publicness of housing welfare policies for the elderly of France, which will give implication for elderly welfare policies in Korea. Author has analyzed the publicness with two aspects, institutional and political aspects. The institutional aspect contains the government’s role which has the process of intervention for housing policy with social evolution, the system of decentralization, and the countermeasure facing a market system. The political aspect has the type of residential facilities, their accessibility, the proportion between public housing and private housing, the amount of fiscal. To conclude, French policy for the elderly is based on the human right to housing and the priority of personal environment.
This qualitative multi-case study explores the meaning of local community for single-person households in Korea's large cities at a time when the importance of community has been reaffirmed. It also analyzes the relevance of community activity experiences to well-being. From December 2023 to February 2024, a total of 14 participants from four communities in Seoul and Gyeonggi-do took part in the study. Case descriptions and cross-case synthesis were conducted on the data. The communities' activities focused on self-sufficiency and housing improvement, elderly care, activist training, social support among neighbors, talent exchange, and alternative family communities. Community experiences of belonging, growth, support, local attachment, good neighbors, and intention to stay played a role in promoting well-being. While some communities chose co-ops as a means of sustaining their activities, others remained unregistered. The latter were ‘loose’ communities, unbound by formality and performance orientation. An online activity-based community was also characterized by looseness, allowing members to come and go, take on flexible roles, and foster warm relationships without crossing boundaries. Leaders' networking skills, access to space, and public support emerged as common factors in community activities. However, public policies fail to reflect loose communities, those that cross administrative boundaries, and individuals who live effectively alone. There is a need for research and practice that reflect the realities of single-person households and the evolving nature of community in contemporary society, in order to better promote and support community life.
